In the context of international competition, technological innovation within MNCS has played a more and more important role in enhancing its international competitiveness. It is never an easy task to improve the international competitiveness through technological innovation but rather a complex one. Most important of all is the effective supervision and management of innovation by the means of technological innovation assessment.A framework regarding the formation of the technological innovation performance of MNCs is established. With the help of this framework, this article provides a detailed analysis of technological innovation activities within MNCs, including innovation input factors, the transformation process and the output factors. On this basis, an index system including output performance& process performance which can be used to evaluate the innovation are outlined. Output performance emphasizes elements which can promote commercial success of MNCs, process performance focuses on the invisible performance consisting of the establishment of innovation networks, organizational system and culture, etc. Case study is carried out to show how this index system can be utilized. In the case analysis, considering that the performance evaluation system is composed of quantitative factors and qualitative factors, analytic hierarchy process(AHP) is adopted to assign weight to every indicator. Then fuzzy comprehensive evaluation method is used to evaluate the overall technology innovation performance.In the end, this article provides some policy implication to both the government and all the relevant MNCs. This article mainly recommends that the government improve its service to help the MNCs with their technological innovation, while the MNCs need to strengthen their R&D system, establish a "people-oriented" employment concept, as well as focus on the ability of market development, etc. All these implication policies are aimed at increasing the technological innovation performance of MNCs in China,...
