The report of the 19th National Congress pointed out that the key to the development of enterprises is to speed up the construction of innovative countries,increase support for innovation of the small and medium sized enterprises?SMEs?,and promote the transformation of scientific and technological achievements.For the technology-based SMEs,talents are the key to the success.Tianjin is the first batch of coastal open cities in China,and also a key city for the coordinated development of Beijing,Tianjin and Hebei.Tianjin vigorously develops high-tech industrialization projects and actively supports the development of high-tech SMEs.With the rapid growth of the number of small and medium-sized SMEs and the continuous expansion of their own scale,the total demand for talent in enterprises continues to rise.However,from the perspective of talent supply and demand,the situation is not optimistic.The high-level talents with high level of competence and strong professional qualifications are difficult to attract through market recruitment channels,especially for the emerging industry.Therefore,these enterprises can only rely on the public service products provided by the government.This study distributed questionnaires to the managers and employees of the technology-based SMEs in Tianjin.Taked questionnaires issued to the managers as research objects to identify external policy and service factors that influenced the concentration of talents in the technology-based SMEs.Through the statistical analysis of questionnaires issued to the employees,the internal factors that influenced the concentration of talents in SMEs were identified.The study found that the external policy and service factors affecting the concentration of talents in technology-based SMEs through factor analysis methods were categoried as the three primary indicators of public services and policies,intermediary agency service capabilities,and government service system mechanisms.Scientific and reasonable remuneration systems,stock option incentives,and performance evaluation systems were the internal influence factors that affected the highest scores of talents in technology-based SMEs.Through researching and studying the strategies and experiences of talents gathering in the technology-based SMEs of the developed countries,the solutions to solve the problem of talent gathering in technology-based SMEs in Tianjin were proposed from the perspective of government public service.
