Arable land is the basis for the development of human society, which provides food and other basic materials to human beings.With the properties of scarcity and non-renewable of arable land resources, the protection of arable land is to protect the long-term human development. Therefore, the protection of arable land has become a worldwide consensus.Although the quantity of China's total cultivated land area is abundant, china's population is large, especially the rural population. So, percapita arable land area is far behind the world average. The distribution of land resources in China is poor, northeast and west parts are possess more arable land, less population and the higher per capita amount of arable land, while the central and eastern parts are on the country. The cultivated land resources which located in plains and basins in China are only in forty percent of arable land. Then the remaining sixty located in rough terrain such as hills and plateau, whose soil of poor quality and unsuitable for extensive use mechanically. In addition, uneven distribution of water resources in China making a majority of the arable land lack of water, leading to a decline in land quality. With the acceleration of industrialization in China, a large number of untreated industrial wastes were put into the environment, which damaged a lot of cultivated land in good condition. Drought, soil erosion also had undermined the land resources.Meanwhile, financial used for agriculture is still limited in China and social security in rural areas have not done enough, so arable land takes on an important function of social security in rural areas. As an essential part of the ecological environment, the destruction of arable land will inevitably affect the whole country's ecological situation.Under the national conditions such as small number of China's cultivated land per capita, less reserve resources, whether the arable land protection policy reasonable and effective or not is closely related to china's food security, ecological security and the whole social's stable development. But with the accelerated industrialization and urbanization, there is a sharp increase of construction land in China. A considerable part of arable lands were transferred into construction land, especially in some districts where the local governments lack of overall planning.Although China has established a preliminary system of land protection policies, the Government has repeatedly stressed to use the world's most stringent farmland protection system to protect arable land resources, the actual implementation of the results are still not very satisfactory, there is still a large number of high-quality agricultural land be occupied or destroyed each year. In this paper, author hold the view that this is mainly because China's arable land protection system is not perfect, government enforcement is not enough.For this reason, author argued in this paper that we can complete the task of China's arable land protection from three aspects, such as improving the system of arable Land Protection Policy, stepping up the efforts to implement environment policy and the land protection. As for improving the arable land protection policy system, we should focus on strengthening systematic and related policies coordination of the arable land protection policy, establishing a reasonable property and incentive system, improving the dynamic equilibrium of total arable land and ecological compensation policy.Referring to the issue of improving the implementation of arable land protection policies, we need to strengthen legislation and supervision, increasing transparency and the public's participation, encouraging local governments and farmers to protect the arable land.Finally, the government should play the main role and status of protection, perform official duties according to law and increase enforcement. Meanwhile, bring forth new ideas of the management measures to protect china cultivated land in practical term.Firstly, in this paper, author describes the research purpose and significance, and the theory of protection of arable land. Secondly, analyzes the development of China's arable land protection policy evolution and composition, and its implementation effects.Thirdly, analysis the foreign advanced experience comparatively. At last, analysis the cause ineffective of China's cultivated land protection, and proposes the author's conclusions and perspectives.This paper was divided into five parts:The first part is the introduction. In this part, author mainly described the research purpose and meaning, combing the research results on farmland protection both at home and abroad. At the same time, defined the key concepts in this paper and described the research methods of thinking and the points of innovation.The second part is an overview of the protection of arable land. Author summarized and sorted the main contents of the arable land protection and something relevant. Furthermore, author fully recognized the grim situation which we faced and analysis the government's status and role in arable land protection from the property land resources.The third part stated the development of China's farmland protection policy evolution and composition in detail, and analyzed the reason of ineffective of the implementation of China's arable land protection.The fourth part of the United States, Britain, Japan and South Korea's arable land protection experience, which mountains may help others as well.Hoping to learn the experience from other countries about arable land protection so as to innovated the task of China's arable land protection.The fifth part proposed countermeasures on the improvement and the implementation of china's arable land protection policy. In that case, we can complete the task of China's arable land protection from three aspects, such as improving the system of arable Land Protection Policy, stepping up the efforts to implement environment policy and the land protection.
