The household contract responsibility system arouses farmers'production enthusiasm and improves the efficiency of agriculture production. However, with the development of rural industrialization and market economy, the disadvantages of the household contract responsibility system have exposed gradually, it leads to the small-scale scattering management of farmland. Large numbers of scholars do a lot of explorations to solve the problem, and it is a feasible method to improve the efficiency of farmland management by farmland transfer. To promote the farmland transfer, many scholars analyzes the influence factors of farmland transfer. As the main participant of farmland transfer, farmers'desire to transfer the farmland determines the possibility of the occurrence of farmland transfer. This paper analyzes the farmers'desire to turn out and turn into farmland, explore the main factors that influence the farmers'desire to transfer farmland, and puts forward methods to develop the farmland transfer. First, this paper makes theoretical analysis and statistics on the factors that influence the farmers'desire to turn into and turn out farmland, using the data of questionnaires of Shanxi Province,the area of guanzhong plain. Then this paper analyzes the main factors through the economic model, and the main .According to the incomes of the model, the order that influence farmers'desire to turn out farmland is that: the proportion of labor that go out, the proportion of grain area, the degree of agriculture mechanization, the condition of irrigation, the years that the householder recessives education, the distance that from the household to the county, the size of farmland, the rents of farmland transfer; the order that influence farmers'desire to turn into farmland is that: the condition of irrigation, the degree of agriculture mechanization, the frequency of farmland adjust, the years that the householder recessives education, the age of the householder, the distance that from the household to the county. The most important factors that influence the farmers'desire to turn out farmland is the proportion of labor that go out, and the most important factors that influence the farmers'desire to turn into farmland is the condition of irrigation. There are some factors that do not have obvious influence on farmers'desire to transfer the farmland, such as the number of labors, the number of the farmland, the size of the farmland per person, the distance from the farmland to the road, the interest of per unit of area, the income per person, the proportion of nonagricultural income. The older the house holder, the less likely they are to turn into farmland, in the area that the old people account for a large proportion, it is hard to develop the farmland transfer and the large-scale farmland management. The more the householder receives education, the more likely they are to turn into and turn out farmland; it could develop the farmland transfer by improving the education condition. The larger the sizes of the farmland, the more likely the farmers are to turn out the farmland. The larger the proportion of labor that go out, the more likely that the farmers turn out the farmland; so it could benefit the development of farmland transfer by promoting the transfer of rural labor. The farer the distance from the household to the county, the more likely that farmers turn into farmland; the nearer the distance from the household to the county, the more likely that farmers turn out the farmland; in the area near the county, it is easy to develop farmland transfer. The larger the proportions of the grain area, the more likely farmers are to turn out the farmland. The higher the degree of the agriculture mechanization, the less likely the farmers are to turn out the farmland, and the more likely that the farmers to turn in farmland. The higher the frequency of farmland adjustment, the less likely farmers are to turn into farmland, the adjustment of farmland hinder the farmland transfer. The better the condition of irrigation,the less likely that farmer turn out the farmland, and more likely to turn into farmland. The higher the rent of farmland, the more likely that farmers are that turns out farmland. In the end, basing on the outcome of the analysis, measures are put forward to promote the farmland transfer.
