In recent years,the conflict between violent urban management of city inspecto rs and intense resistance from mobile vendors is reported frequently,which calls wide attention of the society.How to guide and govern mobile vendors baffles the govern ment,so is the issue on how to improve the city image.Due to the increase of outland er,the management of vendors` illegal business act encounters unprecedented difficul ties.Vendors seem like to gather in densely populated areas,such as the regions near the university.From the short-term perspective,vendors bring convenience to our urban li fe,and in the long run they maintain the social stability by relieving employment pres sure.However,the management of the vendors in Kongjiaai Street,Anning District,L anzhou City is trapped in a vicious circle--the illegal selling always bounces back afte r the end of each treatment.On the basis of investigation to the mobile vendors in the area mentioned above,this paper analyses the difficulties that the local government is confronting in managing the mobile vendors by the theory of good governance and ne w public management theory,and puts forward schemes to manage mobile venders by exploring the practicability of multiple governance subjects.
