This study uses many methods to explore the reasons of question between peddlers and city inspectors, including theory analyzing and cases contrasting. This study try to search after the conflict which made by peddlers and city inspectors through interest gaming. Especially for the city inspectors being the administrator of executing the law. And this study chooses the following factors which include jurisprudence reinforcing, peddlers' knowledge of law and government structure renewing.These significant findings are included in this study:There are many reasons for the existing of peddlers which is need by citizen of shanghai city, but the irregularity of peddlers behavior leads to that city inspectors will put it down. Being the law executer, city inspectors who is authorize by administration rules must regular the misfeasor for the sake of city better environment. So the city inspectors cannot help but facing the conflicts with peddlers. This study try to find out the reasons of those conflicts by interest gaming and behavior choosing, to check out peddler choose which behavior in order to save their benefits, and city inspectors will gain which methods to keep city in order, except theirs ethic administration which is influenced by voice of citizens and public media. This study tries to explore the interest elastic equilibrium between peddlers and administrates, which indicates that the government will be a public service oriented government.According to the results of this study, it put forward three proposals which mention on jurisprudence reinforcing, improving law knowledge of peddlers by agency and reinventing government office. Finally, this study expatiates concretely on city inspectors' department reforming, supervisory system of government department renewing, citizen participating and digital government sustainment.
