Analysis On The Problems And Countermeasures Of The New Rural Pension Insurance System

Rural pension insurance system is important in China's social security system.It relates to the basic livelihood of Chinese peasants.With the aged tendency of the peasant population,the rapid acceleration of industrialization and urbanization,the weakening of the old rural pension insurance function and the strategic objectives made by the Party Central Committee and State Council in 2020 to realize that all the peasants have rural pension insurance.China is in urgent need of setting up a new rural pension insurance system.The establishment and health devolpment of the new rural pension insurance system will be a milestone and mean a lot to solve"the sense of security the elderly",deal with the challenge of the aged tendency,the pauperization of peasants, improve the rural social security system, accelerate the land handover, increase the peasants income,stimulate the rural dometic consumption demands,promote the social justice and build a the harmonious society,solve the"three rural"issue,consolidate and develop the family planning policy,boost the society stable development and so on.In this thesis,it based on China's strategic objectives of continuous urbanization and aimed at the demands and complexity of the current peasants and the urgency of the need of the rural old-age.China's new rural pension insurance system was fully study under the backdrop of the rural and urban development,fully building well-off society and building a new socialist countryside. First,this thesis mainly expatiates the reasons and significance of theme choice,analyses the current situation. Second,it reviews the development steps and the actualization of China's new rural pension insurance system.I discover the problems and shortages in the operation of the system constantly by summarizing the past experiences and lessons,according to the actual situation in different testing places,the system should be improved,for the typical demonstration role of the popularization of the system.Simultaneously,I make comparison among the new rural pension insurance system,old system and urban employee pension insurance system,and hope to find out the experience and inspiration.In the end,according to the complex situation in our country,some recommendations should be put forward to improve China's new rural pension insurance system.That should speed up the legislative building,stress on the responsibility of government,strengthen the management and the leadership of the system,improve the management mechanism,optimize the design of the system,we should improve the system step by step, integrate the pension resources,improve the new rural pension insurance system gradually ,and put forward a model that in favor of the new rural pension insurance system to improve it.That will help us to realize the final target of new rural pension insurance——the combination of city and countryside.So we can share the results of open and reform,development of economy and Social civilization for the pension insurance of combining with the city and countryside.
