The Research On Eastern Industrial Transfer On Account Of Industrial Clustery

As a prevalent economic phenomenon in the process of economic development, industrial transfer not only plays the basic role of markets in the allocation of resources, but also needs governments'moderate intervention and regulation. Especially, as to the present industrial transfer in eastern China, because the imperfection of midwest market mechanism and the lack of industrial bases, fully relying on the spontaneous effects of market forces makes it hard for the eastern industry to transfer to the midwest in a smooth, orderly and reasonable way. Therefore, governments'role cannot be replaced in promoting industrial transfer and undertaking industrial transfer. For a long time, influenced by industrial gradient shift theory, Chinese theoretical and political fields are hoping to realize the transfer of eastern labor-intensive and resource-intensive industries to the Midwest region by means of using gradient shift, so as to realize regional industry upgrading, rational division of labor and the regional economic coordinated development. Various policies and measures are undertaken by the central and local governments to promote industrial transfer in eastern China, which plays a very important role in promoting the eastern industrial transfer and regional economic development. But faced with many new problems and contradictions in the process of the eastern industrial transfer, we need to grasp the main parts of these problems, analyze their reasons, and thus put forward some specific suggestions.This paper focuses on the problems of eastern industrial transfer, and the research is conducted in accordance with the following three steps. First, through analyzing the existing major problems from the following aspects—the theoretical background, the present realistic characteristics of eastern industrial transfer, it is finally concluded that the most prominent problems are viscidity, moving azimuth, and economic effects. Secondly, focusing on analyzing the causes of the above three problems one by one, this paper arrives at the conclusion that these problems are mainly connected with industrial cluster. Finally, contraposing the reasons of eastern industrial transfer, the paper puts forward the solution to these problems that the transfer policy should be transformed from the present"guidance of comparative advantage which is focused on tax, land and other preferential policies"to"the promoting guidance of the regional comprehensive competitiveness which is the core of industrial concentration". The new system of eastern industrial transfer policy shoud also be reconstructed on acount of industry cluster. In addition, this paper points out that the solutions should concentrate on industry cluster policy itself and related policy issues. Last, it provides some policies and suggestions, and the concrete policies mainly involve three aspects: reasonable and effective industrial cluster policy should be drawn up for the eastern industrial transfer to create conditions and rationally utilize industrial cluster; industrial agglomeration effects should be exerted to promote eastern industry transfer and realize the maximization of its economic effects; and governments'function should be brought into play.
