Since the Chinese economic reform, its economy has made great achievements, the international status has increased and the people of living standards have markedly improved. Data show that:in 1990, China’s GDP was 1.86678 trillion Yuan, while in 2014 the total GDP is 63.64627 trillion Yuan, China has become the world’s second largest economy and in these 25 years, the average growth rate of total GDP is 15.2%. At the national level, China’s economic reform and opening up is successful, however, from the provincial perspective, economic development is different in each province, the economic development of the eastern province is more rapid than economic development of the western industrial and the structure is more reasonable. In the Midwest, there are still many economically less developed provinces, such as Guizhou, Yunnan, Tibet, Ningxia and Qinghai. To achieve the poverty reduction goal, we must first understand and determine the factor of economic development of a region slow; there are many factors of resulting in the economic development of a region behind, such as geography, education, resources, In addition, there are some other factors, such as industry clusters, industrial clusters that promote economic is no doubt, stand in the perspective of countries and regions, economies rely on industrial clusters of those rooted in the country in a large extent. However, from the point of view the formation of dynamic industrial clusters, there are not a part of industrial clusters formed naturally, but the local government for some reason, to foster the industrial clusters, some of these industrial clusters play a very large role in promoting economy, but some industry is not formed. Under the background of state support economic development of underdeveloped areas, industries in space of underdeveloped areas are also a subtle shift and impact on the region’s economic development. This article is in this context; analyze the impact of a regional industrial cluster to regional economic development, thus the industry to better promote the economic development of underdeveloped areas and offer some of the better recommendations.In this paper, methods and main contents are as follows:the first is on the basis of large number of papers and documentation, discuss and analyze the basic the concept, features, industry cluster effect on the regional economy and other content from the industrial economics, regional economics and economic geography; the second is in the above theory and in the study of the 35 industries of Xinjiang, Ningxia, Qinghai, Gansu, Tibet, Guizhou and Guangdong, the use of location entropy and spatial Gini coefficient to identify these industries of the areas and results industries and industrial clusters from all provinces. Then, we establish relevant empirical mode between these industries and economic to analyze the economic impact of 35 industries, Based on the above analysis, we put forward several policy recommendations that industrial development of under-developed areas can be implemented satisfied. Through the research, the main conclusions of this paper:the first is that provinces have their own competitive industries and industrial clusters, underdeveloped areas where industries and industrial clusters are concentrated in resource-based and labor-intensive industries and manufacturing, especially in high-tech industry development in these areas are relatively slow. From the industry of Guangdong Province perspective, manufacturing industries accounted for a relatively large proportion. Through data analysis, we can also be observed the growth potential industries of provinces which the provinces according to their own economic advantages develop the correct industrial development policy and for the future of the six provinces and optimize the industrial structure, promote industrial structure development is of great significance to rationalize. The second is that by Panel Data Model, we come to the relationship between the industry and the regional economy.Whether it is economically developed still economically underdeveloped provinces, there are competitive industries and industrial clusters play a catalytic role in the economy. But at the same time, a number of industrial clusters and competitive industries that has been formed get in the way in the less developed regions and these industries relatively large share of the economy. The third is that in the industries of less developed areas, industries and industrial clusters is still based on the resource-based and labor-intensive industries in 12 years, while a large number of industrial of the less developed regions are no longer suitable for the region. In the country for the less developed areas to increase investment premise, we should adjust the industrial structure is reasonable, support the industry that play a catalytic role for the economy, reducing the industry that get in the way for the economy.
