Study On The Development Gap Of County Economy And It's Coordinated Development In Shandong Province

Nowadays, the regional development gap expands day by day, and it becomes an important issue which affects the economy development and social steady. All social parts have focused on it. To implement the strategy of regional balanced development is an overwhelming rule put forward by the Third Plenary Session of the Sixteenth Central Committee , and also is a vital policy of the goal to build up a well-off society in an all round way.Shandong province locates in the east part of China, in recent years, it s county economy developed in a high rapid, however, the development gap among different counties expands day by day. As we all know, the modest development gap can promote the resource to collocate reasonably, and it helps the regions which have the advantage of geography, historical basic and policy support. The gap is propitious to enhance the economy strength of the whole province, but the lasting enlargement of the regional economy gap will affect the whole economy, hinder the aim of micro-economy, and bring the social steady and people s living level a negative influence. Meanwhile, to some extent, the county development of Shandong province has representativeness in the east region of China. Therefore, to analyze the issue of county economy gap in Shandong province, and to discuss it s fundamental reason and measurement, have theoretical value and practical significance to promote the urban-rural harmonious and it s coordinated development.This paper uses the regional economics, econometrics and development economics as the theoretical guidance. Aiming to build up a index system of county economy development gap, it makes the county economy of Shandong province as an example, and combines the qualitative analysis with the quantitative analysis. The paper analyzes the development gap of county economy in Shandong province from 1995 to 2008, and finds out the gap is expanding day by day as the county economy developing rapidly. Then using the hierarchical clustering method, the paper divides the 91 counties in Shandong into four types: economy developed regions, economy comparatively developed regions economy developing regions, and economy undeveloped regions. Stacking the cluster analysis results calculated by the ArcGIS9.2 into the administrative map of Shandong province, we can clearly find the concrete distribution of the four types divided according to the comprehensive economic strength.Afterwards, the paper analyzes the reasons why the development gap of county economy in Shandong province exists through three aspects: geographical factors, economical factors and political factors. Then we can realize that it is necessary to vigorously support the undeveloped regions when we give priority to the developed regions. Otherwise, the gap will expand greatly along with the imbalanced development of economy.Eventually, the paper gives us the conception and measures about how to lessen the development gap of county economy and promote the county economy to develop coordinately in Shandong province.
