Study Of The Games In Urban Village Reconstruction And Its Benefit Evaluation

Urban village is a special phenomenon which comes out with the fast urbanization in China. The reform and opening to outside makes our country's economy grows very fast, as well as the cities fast develop and spread and the former villages near urban areas have been embraced by cities because of the urbanization. The long-time duality system between cities and villages makes a great difference between cities and urban villages in administration, social security, population composition and economy features. Urban village comes out because of all the reasons. Urban village arouses various experts' attention and becomes a social problem which can't be ignored and obviated by the government.The long-time duality system between cities and villages is the fundamental reason for urban village's coming into being, but there are also some other profit-drive reasons from urban villagers. This paper systemically summarizes urban villages'main problems about coming into being, existence, development and the way out. All the problems include urban villages' definition, characters, classification, reasons for coming into being, positive and negative infections, needs and the main difficult problems of reconstruction. Urban village's negative infections include city earth's low using efficiency, lack of public basic establishment, city environment's deterioration, public security's instability, encumbering urban villagers'culture and technical skill improvement. All the reasons above prove that it is really necessary to reconstruct urban villages. The most difficult problems of urban village reconstruction are lack of fund and difficulty about reassigning related bodies interest, so the key point about urban village reconstruction is enough fund and fair interest reassignment.Essentially, urban villages' reconstruction is a process about interest reassignment. This paper analyzes the interests relations about urban village reconstruction from three related bodies:government, urban villagers, and real estate agent, and uses game theory to build up a dynamic model to analyze the play process and balance results. The results include three urban village reconstruction patterns:government-leading reconstruction model, real estate agent-leading reconstruction model, urban villagers-leading reconstruction model. Then this paper analyzes the three models' differences, advantage and disadvantage and takes some examples to explain.The standard to test urban village reconstruction works well or not is the reconstruction effect. The effect includes economic benefit, social benefit, zoology benefit and comprehensive benefit, but the government, urban villagers and real estate agent have different benefit targets which even conflict. Government wants earth income and beautiful environment, urban villagers want economic benefit and social welfare, real estate agent wants economic benefit and good reputation. In order to test the urban village reconstruction's interest reassignment is fair and reasonable or not, this paper builds up two different comprehensive benefit evaluation systems based on economic, social, zoology benefit and government, urban villagers, real estate agent benefit, and uses multilayer fuzzy comprehensive evaluation to evaluate the result qualitatively and quantitatively to provide some advices for urban village reconstruction practice.In the end, this paper also offers some other suggestions for further study and practice about urban village reconstruction.
