New Rural Construction involves hundreds of millions of farmers’interests, the starting point is the farmers, mainly on the strength of farmers, construction of the main farmers. In addition, the development of human resources in rural areas is also effective to solve the "three rural" issue of the most fundamental way out of poverty is the current battle to win an important guarantee. Rank as party members and cadres, we should be conscious of the new rural construction, the precise desired objectives and developing rural human resources in poverty alleviation cast in theory and practice, and has become a strong driving force to promote the realization of "two one hundred years" goal.To this end, this paper describes the importance of human resource development of the new rural construction, and through the analysis of rural Nanping inadequate human resource development and influencing factors, combined with the actual city of Nanping, propose specific policies and measures to better serve north Fujian economic and social development. Summarizes the rural human resources in rural society, spiritual civilization construction, economic development, the precise effect on poverty. The third part is the status of Nanping Rural Human Resources Development. Analysis of Nanping City, the city of love, the human resources structure of rural health and development outcomes. The fourth part is Nanping Rural Human Resource Development Strategy Analysis-Based on SWOT analysis. On which the strengths, weaknesses, opportunities and threats modular analysis. The fifth part is the investigation and analysis of Nanping Rural Human Resources Development influencing factors. Nanping City, the factors affecting rural human resources use statistical methods of analysis to identify the main factors.
