The Rural Human Resource Development

Construction of the new socialist countryside is the important task put forward at the 5th Plenary Session of the 16th Central Committee of the CPC, which will depend on the improvement of all-round quality of farmers. To improvement the quality of farmers, we should cultivating new -fashioned farmers who were well -educated, armed with skills and knowledge of management. Because agriculture is the basic of national economy and farmers are the principal part in china, developing modern agriculture and construction of the new socialist countryside are very important to the realization of modern and well-off society. Solving the problem of farmers is the key to solve the problem of agriculture, village and farmer while improving the quality of farmers is the key to solving the problem of farmers. Developing and using of country human resources is the way to improving the quality of farmers and solving the problem of agriculture, village and farmers. The first priority in developing countryside economy is to develop country human resources.While farmers in Hebei province are large in number, the quality of them is not so good on the whole, developing and using of country human resources will improving the quality of farmers and have a direct influence on the countryside economy of Hebei province, so developing country human resources effectively is important in science and practice. In this thesis, we analyzed the characteristic and status in quo of country human resources in Hebei province on the basis of theory of investment in human resource. Following the experience of developed country, we provide the countermeasure about developing country human resources in Hebei province.The main content in the thesis are as following. Firstly, we introduce the theory of investment in human resource. Secondly, we discuss the importance of developing country human resources .We also related the income of farmers with the quality of them in this part. Thirdly, we point out the problem in the developing and using of country human resources in Hebei province according to the status in quo of it. Finally, how to developing country human resources in Hebei province is provided.
