The Evaluation Of Social Benefit Of Straw Particle Panel Project

30 years since the Reform and Open Door policy was introduced, a new leap forward of people's awareness level had been promoted along with the continued development of China's society and economy. The Chinese government recognized the importance of sustainable development of the society, economy and environment, and put forward the scientific outlook on development and the theory of establishing a harmonious society of social democracy. In this new historical context, the evaluation of social benefit for engineering projects become increasingly important in order to circumvent various social problems during the rapid growth of economy.The study object is straw particle panel project of Shanghai COMPAK which uses waste straw as raw materials to produce environmentally friendly and formaldehyde-free panel. With the use of sociology, management science, operations research and fuzzy math and other subjects of the theory as study tools, the evaluation of social benefit of China's straw particle panel project has been studied by the some ways which are the combination of theoretical research and empirical research, the combination of comparative study and comprehensive analysis and the combination of qualitative research method and quantitative research method.First, the connotation of the social benefit and the evaluation of project's social benefit have been analyzed based on the sociology and project management theory, and also the principles and theoretical frameworks for the establishment of the project evaluating index system and indexes have been determined; According the above principles, to determine all evaluating indexes and build a project evaluation index system, while building the quantitative formula for all quantitative indexes; After the establishment of the project evaluating index system, use AHP of operations research theory to analysis the index's weight number and consistency of testing; Then apply the concept of triangular fuzzy numbers into the group evaluation of multiple indexes of project's evaluation of social benefit by constructing the triangular fuzzy numbers group evaluating model of multiple indexes.Finally, the evaluation of social benefit of straw particle panel project in Shandong Heze city has been studied based on the above research. By comparing the above evaluation result with the actual operation situation of the project in order to test in practice the method of the triangular fuzzy numbers group evaluating of multiple indexes and the evaluating model constructed whether is scientific and feasible.
