As the further opening of the market, the competition is becoming more and more severe. In order to compete with the best company in the world, the enterprises should improve the working efficiency and skills so that the development of the enterprise could be stable. In the exploitation and management of human resource, the performance evaluation is one of the most important and basic works. It is also an important way to arouse enthusiasm and creativity of managers and staffs. Only the scientific and fair evaluation can acquaint the staffs comprehensively. Only the accurate evaluation can lead the managers have a premeditated and pertinent incentive way to arouse staffs'working enthusiasm and creativity. The middle-level managers, as the backbone of coal mining industry, play a key role in the improvement of economic and social benefit and the enterprise's development and growth. The study and design of middle-level managers'evaluating system in Zaozhuang Coal Mining Group can objectively measure and evaluate the extent of contribution to the company's business goal. Meanwhile, it can also solve the problems and difficulties in the evaluating of the middle-level managers, promote the construction of middle-level managers'evaluating system and incentive mechanism, arouse staffs'working enthusiasm and improve company's economic benefit and value.Based on the further discussion on the theory and practice of performance evaluation and combined with actual conditions of Zaozhuang Coal Mining Group, this thesis analyses the present situation of the middle-level managers'performance evaluating. Firstly, the Zaozhuang Coal Mining Group is facing the developing opportunities and great challenges. The index of the current evaluating system is not perfect and the system's operation is not standardized. Because there are too many qualitative factors, staffs always have the sense of unfairness. They have a strong feeling of dissatisfaction for the current evaluating system. As a result, the phenomenon of brain drain which is hidden trouble of enterprise's development and growth is becoming more and more serious. Aiming at these problems, this thesis put the emphasis on the step of middle-level managers'performance evaluating. According to the establishing aim and principle of performance appraising system, based on the working analysis and using the Analysis Hierarchy Process (AHP) and Key Performance Indicators (KPI), this thesis proposed an index system of middle-level managers'performance evaluation. Meanwhile, it also proposed judging bases for the evaluating results by using Fuzzy Comprehensive Evaluation (FCE). Furthermore, it also makes a profound discussion on evaluating subject, evaluating cycle and performance feedback. In order to ensure the performance evaluating system can be operated soundly, the thesis also proposed the corresponding measures.
