The paper designed a new Performance Assessment System combined job performance appraisal and individualized assessment which explore the basis theory of performance appraisal and combine the requirement of ordnance industry and actual situation of QYCC, and also with the existing problems during middle-level managers’ performance evaluation. In this paper we also proposed evaluation system for the implementation of security conditions in order to formate an effective assessment chain and encourage the middle-level managers to improve performance,then come to the enterprise’s target and plan.The paper is divided into six chapters, Chapter1Introduction, first of all ask questions and describ the research ideas,research topics and methods of the paper; Chapter2Describe performance appraisal theory, Introduce the connotation of the performance appraisal theory, methods and procedures, performance appraisal Misunderstanding; Chapter3Diagnose the status of performance appraisal for middle-level managers in QYCC, first introduce QYCC overview, middle-level managers overview and their current status of performance appraisal, through satisfaction measurement and interview situation of the part of the middle-level managers,find out seven aspects of the current performance appraisal issues, and propose the establishment of a set of practical scientific and rational for enterprises of middle-level managers staff performance appraisal system is the practical needs of enterprises, but also enterprise development and growth of the inevitable requirements; Chapter4Design performance appraisal plan for middle-level managers in QYCC, which is the core content of the full text,it mainly targeted at performance appraisal problems of middle-level managers in QYCC, learn the industry inside and outside the company’s advanced experience and practice, based on performance assessing basic theory in light of actual situation and proposed a mid-level management to improve performance appraisal purposes, principles and general ideas, and on this basis, designed based on individual job performance appraisal and evaluation program of a combination of performance appraisal, and improved assessment the results of application of the mechanism, performance, communication and feedback mechanisms, performance improvement mechanism, performance, complaints mechanisms, etc. in order to ensure the validity of the role of assessment; Chapter5Propose the security conditions of performance appraisal for middle-level managers in QYCC; Chapter6Conclusion and outlook, on the brief summary of the program design and implementation of programs for the future outlook.
