The Applied Research On Performance Management Theory And Methods

Census is a comprehensive survey which is organized by the government of a region or a country. With the development of market economy, the government is changing to the service-oriented government. Performance management on census is much important than ever. The analysis on the outlay of census and manage the census are very significative. It is good to consummate the preformance management on census, and it can make the use of census fund more efficiency.This paper comprehensive contrast the performance management of the main method, and then feasibility analysis this methods for using to the performance management. At last, the Balanced Scorecard is the most appropriate approach to performance management for the census. Secondly, in this paper, we considered the Specificity of the census, and improved the original Balanced Scorecard, and then build a performance management system from five parts. In this paper, we take the two national economic census of Guangdong Province as an example for empirical analysis. Use the Delphi method and AHP to evaluate the census'Fuzzy Comprehensive Evaluation. Finally, combine the score with the weight to calculate the final total score of the two economic censuses. The results show that both of the performances of the two economic censuses were good; on the assumption that customer satisfaction remains unchanged, the second economic census has a higher performance; the external environment dimension, financial dimensions and customer performance dimensions are the most important three parts, the external environment in which is the greatest impact. In the composite score, the customer dimension got the highest scores in all dimensions. Through the study of the performance management of the census we provide an important idea to improve our efficiency in using of the survey funds and the management level of the census.As a special public goods, it is very difficult to measure the output of census. This paper try to use theories and methods of performance management to research the census. Based on the balanced scorecard, this paper make a comprehensive, three-dimensional index system and try to make the performance evaluation process suitable to the performance management of the census.
