In order to improve the government's ability to protect public security and deal with public emergencies, maximize prevention and reduction of damage, and protect life and public property safety, China has initially established the state emergency plan system. In this system, based on the principle of state's overall emergency plan and specific emergency plans, local governments have design the own emergency logistics plans.As a programmatic document, emergency logistics plan of local government plays an important role in the emergency logistics management, which determines the quality and efficiency of emergency logistics activities. Accurate and reasonable evaluation results could provide valuable support for decision-making of relevant departments, when designing or improving their plans. So, based on the topic of emergency logistics plan evaluation, we propose a new evaluation model - RFF, which is the shorter form of Rough Set-FAHP-FCE.In view of the ambiguity of the emergency logistics plan evaluation of local government, a proper evaluation index system is established, and an imp roved comprehensive fuzzy evaluation is proposed, which can ensure the evaluation results more reasonable and more accurate evaluation results.First, according to reduction theory of rough set, the initial index system can be simplified by deleting the highly related indicators. Then, the weigh t of every indicators is calculated, and every candidate plans are evaluated. Finally, as an example of the model application, there is an evaluation of emergency logistics plans of 10 cities.
