Research On Completeness Evaluation Of Emergency Logistics Plan

In recent years, unexpected events occur more and more frequently in all walks oflife, brought serious economic losses to the people and society, as the core content ofemergencies, emergency logistics plans not only play a key role to rescue activitiesorderly, but also to reduce the economic losses effectively. Whether plans can handle riskresponse to emergencies rapidly depend on the completeness of the plan, how toguarantee plans play better need to evaluate the completeness of the plan, through theevaluation we can find out the existing problems, then take better measures to improvethe efficiency of emergency.In this thesis, emergency logistics completeness evaluation is the core, it uses aqualitative and quantitative method，find a model that can reflect comprehensiveevaluation efficiency and deficiency through a scientific index evaluation system. On thebasis of existing research, a completeness evaluation system of emergency logistics planis constructed，principles and the main structure and classification are summarized. Thispaper is focused on the study of completeness evaluation on the plan. Firstly, it comparesthe potential risk and the emergency response capability to evaluate the essentialelements of completeness of the plan. Then a content of completeness evaluation is usedto explain whether the plan is complete, In this process, the analytic hierarchy process(AHP) and comprehensive evaluation fuzzy theory method is used to solve the multipleproblem, the attributes are classified to analyze functional attributes, thus to get thecontents of the completeness index of emergency plans. In addition, fuzzy technology isintroduced to obtain the evaluation results. The method fully reflected in a petroleum andchemical industry of a storage warehouse. Finally, through the completeness evaluationresults of the emergency plans, some suggestions are puts forward to improve emergencyplan effectively and efficiently.
