As lots of defects of China's current pension system are of great concern, problems in the development of the pension system and its improving paths were selected as the theme of this thesis. After reviewing the historical evolution of China's pension system and its achievements, this paper represents problems of current pension system, including uncertainty of the conceptual basis, as well as the lack of equality, sustainability and legal norms. The inequality of the system mainly exists in the segmentation of the pension system between urban and rural area, and"government-enterprise unfairness"or"inter-industries unfairness"; the non-sustainability of the system resulted mainly from the system "fragmentation", and low coordination level.Aiming at solving these problems, the author proposes an urban-rural integrated pension system with Chinese Characteristics, directed by the welfare economics theory, and by learning from the pension system building experience of Japan, Germany, the United States and other countries. The integrated new system takes "respecting for the individual right of life and maintain their human dignity" as the conceptual basis, and uses "the public to help those who help themselves" as the basic principle, and sets "protecting the basic needs of citizens and safeguarding the dignity of their independence, so as to maintain social stability, promote social welfare, maintain and promote the coordinated development of economy "as the basic objectives. The specific strategies to construct this kind of pension system include establishing national pension system based on citizenship, accelerating national unification of the basic pension system, ensuring the safe of the individual account and increasing the value of fund, developing and improving the corporate pension or occupational pension, encouraging and supporting the development of commercial pension insurance, and finally, enacting laws to ensure the effective implementation of pension policies.
