Research Of Rural Land System In China Under The Urban-rural Integration Perspective

Land as thebasic protection of agriculture, rural areas and farmers production and life long impacton the overall development of society. In China, due to the long-term existence of thedual structure of the land, resulting in a defect of rural land system. With the processof urbanization and industrialization, a large number of farmers lost their land,farmers’ rights are not fundamental guarantee losses. In the context of urban-ruralintegration, Rural Land System in China to solve its problems, put forward with thesupport of the reform program is imminent.This article is based on" urban-rural integration" era perspective, the" urban-ruralintegration" theory and the" Rural Land System in China" theory of history andmeaning combing defined. By reviewing the history of the origin and development ofthe modern theory of integration of urban and rural areas, and certainly the rationalityof urban and rural integrated development strategies; Modern China by analyzing changes in rural land system, to clarify the relationship between changes in thefluctuation of the process of change in urban and rural areas, and to discuss how toreform our current system of rural land in the urban-rural integration perspective.First, this paper summarizes the process of analysis of the objective requirementsof urban-rural integration of rural land system reform，put forward the necessity toreform the existing system of rural land. In the era of urban and rural perspective,rural land system in China to have a clear, perfect land property rights system,standardized, uniform system of land transfer, scientific and rational land use planningsystem, healthy, sound and positive Compensation System, effective ecologicalcompensation system.Then, the paper perspective for the study of urban-rural integration based on adetailed analysis of the current situation and problems of China’s current rural landsystem, including: the problem of rural land property rights system, the averageefficiency of contradictions and problems of rural land system, government, businessinterests and the interests of farmers realize the contradictions and problems of ruralland resources are scarce and the destruction of arable land wasted contradictions.Finally, a comprehensive analysis of the objective requirements of urban andrural integration process, dialectical view our current problems of rural land system,combined with experts reform proposals and measures proposed in this paper on thereform path of the four points are: the quality of rural land property rights system,uphold and improve the basic rural operation system, improve agriculturalproductivity, build a new agricultural management system, reform of land acquisitioncompensation system, improve the land transfer market, adhere to the sustainabledevelopment strategy, focusing on the protection of rural land.
