In this paper, I choose incentives of China's agricultural science and technology as the research topic.By integrating theory with reality, I at first analyze the current status of incentive mechanism of China's agricultural science and technology personnel, and then point out the main issues and concerns exist in the current incentive mechanism of China's agricultural science and technology personnel. Based on this foundation, I reconstruct the incentives of China's agricultural scientific and technical personnel, and propose a safeguarded incentive mechanism of China's agricultural scientific and technical personnel.Combined with the promotion of agricultural technology, I identify a couple of areas including salary structural imbalance, the wage unit imbalance, "egalitarian" tendency apparent reward function deficiency, and lack of protrusion of incentive mechanism.The constrained elements in China's agricultural science and technology personnel are twofold. The fist root cause is in the system structure of agricultural science and technology sector, which includes imperfection of the incentive mechanism, oversimplified measurement, Deficiency of the system, lack of scientific support, and poor implementation. The second root cause is in human resource, which includes morality, pursuit of high compensation package, company culture, and self motivation.I conclude that the three fundamental elements of incentives for China's agricultural scientific and technical personnel are proper compensation package, spiritual motivation, and a long-term growth plan.In order to perfect the incentive mechanism of China's agricultural science and technology personnel, we should pay attention to the following areas:speed up human resources management reform, guarantee non-biasing, transparency, and fairness in implementation, offer marketing driven based training of agricultural scientific and technological personnel, ensure proper valuation on technical people, and establish a proper rewarding and punishing policy.
