On The Cultivation Of Agricultural Science And Technology Personnel In Shaoyang Area

Agricultural science and technology talent is representative of advanced productive forces in rural areas, supporting the agriculture science and technology strategy. Developing agricultural science and technology talent is the necessary way for modern agriculture development. In the background of the new socialist countryside construction, promote agricultural science and technology is inseparable from the role of talent, the cultivation of agricultural science and technology personnel is an important safeguard for agricultural technology development and agricultural economic growth.Agricultural science and technology talent cultivation status was studied in this paper in ways of literature, comparative studies, survey interviews, and case studies. By analyzing literature domestic and abroad, this paper explore the areas of agricultural science and technology talent, analyze the mechanism of agricultural science and technology talents cultivation and affirm its positive effect on the development of modern agriculture. In particular, through the comparative study of Agricultural Vocational Education or personnel training system between the United States, Japan, Canada and China, it elaborates training content, mechanisms and the positive role of agricultural science and technology talent with Chinese characteristics, in the background of dense population but poor arable land. Meanwhile, with comparing across different geographical environment and resource characteristics around the country, the paper proposes adapted strategies to Shaoyang agricultural science and technology talent cultivation on the basis of Shaoyang existing resources. Through empirical research on the status of agricultural science and technology talent of Shaoyang region this paper reveals the following problems:unreasonable knowledge structure, geographical imbalance, aging, and uneven industry distribution. With analyzing the status this paper summarizes several issues of agricultural science and technology talent cultivation in Shaoyang:obsolete training concept, single rigid training method, irrational training structure and rigid training regime. On basis of generalizing the problems, this paper analyzes the factors that restrict the cultivation from the perspective external environment and internal mechanism. The external environment factors include:weak economic, low technological level, little attention and the absence of education and so on. Internal mechanism factors include:imperfect incentive system, imperfect evaluation system and so on. According to this, the paper proposes three solutions from the perspective of government, university and talents themselves. Firstly, the government strengthens financial support, adjust the personnel structure and improve the management system; Secondly, the college rearrange curriculum, promote school-enterprise linkage and support rural vocational education; Thirdly, agricultural science talents change their ideas, innovate positively and enhance professional practice, etc.
