The modernization of agriculture is the key factor to promote the economic development and reduce the gap between urban and rural areas. In some areas where urbanization is more rapid than others such as Chu Chiang Delta, Changjiang Delta, developing the metropolitan type of modern agriculture with regional features is an effective way to modernize the regional agriculture. Modern agriculture's development, in a macroscopic perspective view, depends on the development of cities and needs of market; more specifically, it depends on the innovative modern enterprises. As a result, the study of innovative ability of modern agriculture enterprises is an important aspect of modernization of agriculture.In this paper, research on the Innovation capability of Pearl River Delta Urban Agriculture by do qualitative and quantitative research .Its main purpose is to build the Pearl River Delta Urban Agricultural Enterprise Innovation Index and select assessment model, and analyze and evaluate the innovation ability of the Pearl River Delta Urban Agriculture, then put forward recommendations on development of enterprise innovationThis paper tries to supply a gap in quantitative analysis in modern agriculture enterprises and by the combination of quantitative and qualitative measures, to evaluate the innovation of those enterprises in Chu Chiang Delta. Through analysis of features of those enterprises, this paper attempts to construct a system to assessment of innovative ability of modern enterprises in Chu Chiang Delta with principles about indicial choice of assessment. Considering the local feature of those enterprises and the comparison of assessment models, as well as the statistics, this paper choose endpoint definite weighted functions in grey theory to make evaluation. Based on the construction of indicial system and assessment model, a public company is selected to be evaluated by this model in the aspect of innovation. It is found that the company is weak in the second class index indicating the research ability and advices are given on the reinforcement of investment of research and talent introduction.
