At present,China's economic is in the period of transition.Adjusting the structure, transferring the mode and upgrading the industry are realistic problems each region is facing. To make the economy pass through the transition period to the new growth period, innovation should be developed. In 2015 the CPC Central Committee set the Pearl River Delta region as the National Independent Innovative Demonstration Area.In 2016,the CPC Central Committee and State Council formally set the innovation-driven development strategy as a national strategy. It indicates innovation, especially in some hot areas, has aroused great attention from the government. As the frontier of Reform and Openness,Pearl River Delta should improve capacity for independent innovation to continue leading the economic growth of Guangdong Province and even the whole country. Therefore,it is urgent to study the innovation activities and its spatial spillover effect in the Pearl River Delta region.Based on the research about the spillover effect of innovation,we use the spatial panel data of the nine cities in the Pearl River Delta from 2005 to 2015 to make the following study: Firstly,we study the temporal and spatial characteristics of innovation activities in the Pearl River Delta region. For the urban innovation ability of the Pearl River Delta cities,we propose a combination of factor analysis and entropy correction G1 combination weighting to evaluate it.Secondly,we use the spatial panel model to measure and decompose the spatial spillover effect of the Pearl River Delta. Finally,we use the SDM to study the effect of urban spatial spillover effect on economic growth and summarize the spatial spillover of innovation system in the Pearl River Delta.According to the results of empirical research, the following conclusions are drawn: Firstly, there is spatial correlation between innovation activities. The high level concentration of innovation output represented by Guangzhou and Shenzhen and the high level concentration of innovation output represented by Zhaoqing and Jiangmen.Secondly, there are significant spatial spillover effects in the innovation activities of the Pearl River Delta region, with the positive effect of spillover on innovative capital investment, innovation and economic development, while the effect of spillover on foreign direct investment is not obvious.Thirdly, according to the effect of innovation spillover on economic growth, innovation output has a significant effect on the economic growth of local and neighboring cities. Each additional 1% increase in the number of patent licenses in the city can contribute to an increase of about 0.05% in GDP in neighboring cities.
