The Research Of The Path For The Urban-rural Integration Development's Realization

The coordination of rural and urban development is a principle problem which the comprehensive and coordinated development of China's economic and social needs to solve, is an effective way to solve the issues of agriculture,farmer and rural area fundamentally,is a necessary requirement and major task of building a well-off society in an all-round way,implementing a scientific outlook on development and building a harmonious socialist society, and is still an important mean to speed up the process of urban-rural integration. But how to realize the coordination of rural and urban development,how to realize "promoting agriculture through industry,developing rural areas through urban development" and how to speed up the process of urban-rural integration still is a major issue which is in the face of the theorists and practitioners.Laiwu is a pilot city of Shandong Province to promote the development of urban-rural integration. In these three years, Laiwu takes the industry and the agriculture, the city and the countryside, the resident and the farmer as an integrated plan basing on its own realities. Laiwu plays the big enterprise's lead role fully, optimizes and combines the resources of city and countryside, and innovates the organization of the coordination of rural and urban development. This city promotes city and countryside's resource complementation, promotes industry development's convergence, promotes the infrastructure construction's interconnection, and promotes the social security's communion. As a result, Laiwu studies initially an urban-rural integration's road which has Laiwu's characteristic. The empirical analysis of urban-rural integration practice of Laiwu is favorable to make the urban-rural integration theory exploration deepening, and at the same time has a heuristic effect for building of urban-rural integration in other parts.This article draws on domestic and foreign scholars on the discussion of urban-rural integration, researches some typical patterns of urban and rural development at home and abroad, analyzes the practice approaches of urban-rural integration in Laiwu City and the difficulties encountered in practice,and puts forward corresponding proposals.Firstly, in the analysis based on the theory of urban-rural integration,this article generalizes the connotation of the urban-rural integration newly, and describes the historical evolution of urban-rural dual structure, causes and significance of urban -rural integration development and realization of the path. Secondly, relatively analyzes some typical patterns of urban and rural development at home and abroad,such as "Latin America pattern" and "Wenzhou pattern", and summarizes the Relation-Urban-rural development is a gradual evolution of systems engineering, not overnight. Integration must be backed by a high level of productivity and make the rural industrialization as the basis and driving force, the rural industrialization must focus on highlighting the leading role of the government in urban and rural integrated development process. In this process,we should set up scientific unified urban and rural planning, make overall arrangements of all factors, select the pathes to meet their actual implementation.Thirdly, useing detailed statistical data,this article anlyzes the specific performance of urban-rural gap and real urgency of urban-rural integration, elaborates the road of urban -rural integration"use'the three specialized industry segment','four functional areas'as backing,and do well 'three articles', promote 'three focus', implement the 'six reform', tear down the barriers to urban and rural areas, promote the 'five integration',let urban and rural residents share modern civilization". And on this basis, this article summarizes the four characteristics and experience to achieve integration of urban -rural integration of Laiwu:government-led and perfect system are fundamental protection: promoting the industry together according to functional area is the key;new towns and new community development are the carrier and platform; construction of rural and urban areas urban and rural social security system is the cornerstone of integrated development, so as to provide the necessary information to other parts of the urban and rural areas.At the last, this article analyzes the difficulties encountered in the process ofUrban-rural development in Laiwu,such as shortage of funds, transfer of rural labor,and give realistically the corresponding countermeasures,such as expanding financing channels, improving the quality use of funds, leading multi-channel employment of rural labor.
