Research On The Realization Path Of Urban-Rural Integration Development

Over the past 40 years of reform and opening up,China's national economy has achieved great-leap-forward development,but the gap between urban and rural areas is still obvious."Unbalanced urban and rural development and inadequate rural development" are the most prominent problems facing China's current economic and social development.On the one hand,industrialization provides a driving force for urbanization.Cities are gradually modernizing in the process of opening up,and the income and living standards of urban residents are constantly improving.On the other hand,due to factors such as dual household registration system and restrictions on the circulation of production factors,the endogenous power of agricultural development is insufficient,the rural infrastructure construction is backward,farmers' income is difficult to increase,and the gap between urban and rural basic public services and livelihood security is obvious.Therefore,the Nineteenth National Congress of the Communist Party of China has put forward the strategy of urban-rural integration and development,focusing on solving the current problems of "unbalanced urban-rural development" and "insufficient rural development",promoting the "five-in-one" construction and the "four-in-all" strategic layout as a whole,and promoting the implementation of a series of development strategies,such as urban-rural integration,Rural Revitalization and regional coordination.Promote the continuous and positive development of urban-rural relations.The integration of urban and rural development is an important part of Marxist theory,but also the inherent requirements of scientific socialism.Promoting the development of urban-rural integration is the main way of thinking and policy measures to solve the problems existing in urban-rural relations in the new era.The proposal of urban-rural integration development is helpful to accurately understand,grasp and reshape the urban-rural relationship in the new era.It is the latest development idea to guide the urban-rural relationship after "overall urban-rural development" and "urban-rural integration construction".The realization path of urban-rural integration development mainly includes: First,reform the system and mechanism,accelerate the formation of a unified factor market between urban and rural areas,and promote the two-way circulation and equal exchange of urban and rural factors;Secondly,we should make up for the shortage of agriculture,accelerate the structural reform of agricultural supply side,build a modern industrial system in rural areas,optimize the industrial layout,and promote the integration of urban and rural industries;Third,we should allocate resources equally,raise the income level of farmers,speed up the equalization of public services,eliminate the barriers to the citizenization of agricultural transfer population,and gradually narrow the gap between urban and rural areas;Fourth,we should improve planning,integrate urban and rural infrastructure construction,strengthen urban and rural ecological environment governance,promote regional division of labor and cooperation,and promote the organic integration of urban and rural space.
