Research On Farmers' Ability Expansion, Desire To Appeal And Policy Support System In The Construction Of New Countryside

China’s economy has gained rapid growth,the national strength obtained promotion,farmers after basic solution food and shelter problem been moving toward wealthily since reform and opening policy.However while Chinese economy is going thruough rapid growth structural contradiction is actually day by day becoming prominent with domestic consumption continually shrinking,surplus gradually increasing and gap between city and countryside further enlarging,which hold a rein on the steady progression of the Chinese economy.From the national level,the construction of new socialist countryside is to balance urban and rural development,Implement the scientific development concept and achieve national stability and harmonious development;while from farmers’ perspective,is to let the farmers share more of the fruits of reform and opening up and obtain greatly improved standard of living,living environment and democratic management,and rural education culture.The existing research of new rural construction focuses more on the coordinated development between urban and rural economy,but ignore in-depth theoretical analysis frame in terms of research on necessity and principles of construction of a new socialist countryside.Further more,they set little emphasize on position of the farmers,ignore the administrative arrangement and rigidly uniform phenomenon.This research is trying to construct theoretical analysis framework of new rural construction embodying social fairness,intergenerational equity,power choice,capacity expansion to illustrate the meaning of the construction based on the institutional economics,welfare economics,public economics theory and so on.In order to give the benign and interactive data support of farmers’ demand willingness and policy implementation,and further more,to reveal the inherent law and policy choice,scientific farmer questionnaire is adopted to do a large sample of farmer household survey on demand willingness,ability to pay,policy appeal of the farmers and to conduct objective description and empirical analysis using the social and economic statistical analysis methods.Realistically feasible support system and policy choice are put forwards based on the comprehensive analysis of fundamental condition of new rural construction of the western region and aimed to increase farmer income,expand development ability and cultivate new farmers.The research of general framework is divided into seven parts,each part of the basic contents are as follows:The first part:the introduction part and questions.The second and third part(Chapter 2-3):Theory part.Based on the new rural construction research literature review and evaluation,the connotation of new countryside construction is explained the theory and analysis framework is constructed.according to the latest research results,rural area peasants play the major role in modern development economics,and giving the economy main body choice rights and human capacity expansion is critital to the economic development.This research is trying to construct theoretical analysis framework of new rural construction embodying social fairness,intergenerational equity,power choice,capacity expansion to illustrate the meaning of the construction based on the institutional economics,welfare economics,public economics theory and so on.The fourth part(Chapter 4-6):systematic research in farmer capacity expansion in the western area.Due to fact that The farmer capacity expansion in new rural construction must be based on reality,realistic foundation in new countryside construction in western areas is fully explained through systematic analysis on the reality of rural economic operation based on the theories of development economics industrial Economics.basic theories of development economics is introduced to do systematic analysis on western area’s economic base,rural infrastructure construction,urban development,rural education,rural finance,the financial ability of local governments,rural social security,rural grassroots regime construction and democratic management and basic theory of industrial economics to analyze western area rural industry evolution and characteristics and do scietific evaluation on resource characteristic,development value and market potential evaluation.The above two aspects of analysis and research provide practical basis for western area new rural reconstruction approach and policy choice,and at the same time,improve the scietific level of government decision-making and feasibility of policy and path selection.The fifth part(Chapter 7-9):Research on farmer desire,ability to pay and the policy demand of new Countryside Construction in western area.Since farmers play a major role in the construction of new countryside,New rural construction policy formulation and selection must firstly consider the demand of farmer apiration,ability to pay and the policy pursuit to prevent the construction of new rural area from being local government image project,hurting farming and deviating from the original intention of new rural construction.This section will take random sampling to survey large sample of western area farmer for purpose of exploring and theoretically analyzing real thoughts,desires and policy demands of western area farmers towards new rural construction.Therefore,basis can be provided to seek the best policy of new countryside construction.The sixth part(chapter 10):Research on the choice of path and support of policy in farmer capacity expansion in western areas.This part will be set based on analysis of the above sections,aimed to cultivate modern consciousness and market consciousness of the new peasants and bring about breakthrough in building western area new countryside through optimizing industry and employment,extending farmer ability and developing the cooperative economy of industry and employment optimization,extend a farmer ability and develop the cooperative economy three paths to industrial optimization,induct labour force,increase farmer rights and practical ability,realize the endogenous growth as the starting point,raise has the modern consciousness and market consciousness of the new peasants implementation western area new rural area builds new breakthrough.The seventh
