Mobile phone animation industry was considered a new opportunity for Chinese animation industry and a'new point of economic growth in 3G era. Its promising future attracts many enterprise and entrepreneur. When developing strategy, customers come first. If you want this strategy to be successful, you must find effective ways to meet customer's needs and wishes.In this paper, I created the framework on the base of theory of customer value and customer value which included concept, characteristics, processes, goals, and the mobile phone animation industry environment, which included product characteristics, service characteristics, market structure, supply and demand and so on. This paper made progress with identify of opportunities for innovation, innovation resources, innovation implementation.It suggests that we can identify opportunities for customer value innovation on customer alliances and supply-demand analysis. The greatest opportunities for customer value innovation is cell phone animation products, followed by service, brand and cost-value innovation. The innovation of customer value of mobile phone animation requires a certain allocation of resources, including internal resources such as technology, human resources, capital and external resources such as government support and industry cooperation. There are four innovative approaches to customer value innovation of mobile phone animation:product, service, brand and cost.
