Study On Early Warning And Countermeasures For Cultivated Land Resources In Chengdu City

In the recent several decades, there have been drastic changes in the aspect of intensity, deepness and type of land utilization due to the sharp increase in the population as well as the process of industrialization and urbanization. The purpose to start the research of the resources of cultivated land is to measure and assess both the current and future status of the security of the resources of cultivated land in certain areas, and forecast its direction of evolution and degree of harm. Chengdu, as the capital city of Sichuan province, is located in the central area of Chengdu Plane, and is regarded as one of the most important base for food production due to its fertile soil. However, as the development of urbanization and industrialization, both the resources and the qualities of the cultivated land are continuous decreasing. Furthermore, the reservation of resources of cultivated land is in shortage. If those problems mentioned above are not well considered, it is going to affect the continuous development of the economy of Sichuan province. Thus, the research of forecasting the resource of cultivated land of Chengdu is to forecast the potential damage and make correspondent protective measure on the basis of a comprehensive understanding into the status of movement and the routine of variation of the resources of cultivated land in a certain area.This paper combined cultivated land security-theory with cultivated land warning-method. In the process of cultivated land resource utilization, the paper grasped the characteristic of cultivated land resources of Chengdu by collecting and analying the relevant information; formulated the warning index system that reflecting unsafe conditions of cultivated land and evaluated the system of cultivated land resource safety operation correctly; forecasted the harm of abnormal degree by using the mathematical models to predict the safe operation of the development trend of change; found out the reason of the cultivated land resource unsafely operation by analying the vigilant conditions; put forward the countermeasures of existing problems and suggests of the forthcoming problems about prevention and control measures. The purpose of preventing to take a wrong path and to cause the conflict with economy development,social development and environment in cultivated land's development.Through the analysis, the results are summed up as below:(1)There are many problems in the aspects of the quantity and quality of cultivated land and ecological environment of Chengdu, e.g. the area of cultivated land per person is small, it is hard to enhance the quality of cultivated land, the pollution to cultivated is very serious, the discharge of three kinds of waste is increasing, the usage of fertilizer and pesticide has passed the standard line, etc, which result in the serious situation for the cultivated land of Chengdu.(2)The security value of cultivated land resource was less than 0.352 in 2003.Meanwhile,there was warning. To 2008,continued to decline as the security value of cultivated land resources from the police intelligence before 2003,no police state to the 2008 re-alert state.2009-2010 Land system is huge police state,2011-2014 land in heavy or light alert state police, to 2015,cultivated land back to the huge police information police state.(3)The simulation adjustment to the endangered cultivated land of Chengdu in 2015 finds that the ratio between cultivated land and soil, effective irrigation area, the area of farm with medium or lower productivity, the quantity of fertilization and pesticide in unit of cultivated land are key factors to relieve the endangered situation.(4)At last, it put forward countermeasure and suggestion relating to eliminate the warning status:The first,we must understand the gravity of the situation of cultivated land and the government must intensify publicity and education.The sceond, the government should make sure the cultivated land security as part of the land use planning.The third, to strictly control the key factors which has great influence on warning status, especially basic farmland.The forth, efforts will be continued to reform of middle and low yield fields, the combination of utilizing land with maintaining it, to form a ecological agriculture, and continue to tap the potential of improvel the warning status.
