As our nation with rare cultivated land resources and a lager population, the basic national policy in china is keeping acreage changes of cultivated land dynamic balance and protecting every inch of cultivated land. The hilly area is an important agricultural base in Sichuan, which contains 58% of the arable land resources and more than 60% of agricultural output. Its quantity of cultivated land influences the dynamic balance of cultivated land and food security in Sichuan. Therefore, the study of cultivated land acreage change and impact factors in Sichuan hilly area has important strategic significance and practical meaning for protecting farmland resources and sustaining agricultural development by revealing the impact of various factors and changes of intensity.According to the related multi-functional theories like sustainable development, food security agriculture, this study selected 12 samples of large agricultural county based on analyzing the acreage change cultivated land in Sichuan hilly area. This paper researched quantitative on influencing factors of cultivated land acreage change, determined the role of each factor level, and analysised of possible trends of various factors from 1992 to 2008, by using factor analysis, grey relational analysis; and proposed countermeasures. The main conclusions as follows:(1) From 1992 to 2008, the quantity of cultivated land appears to reduce by the characteristics of small increase in sichuan hilly area. The change process can be divided into three stages:slowly decrease stage from 1992 to 1999, sharp decrease stage from 2000 to 2003, small back stage after in 2004.(2) The results from factor analysis and grey relational analysis showed that the influencing factors of cultivated land change in hilly area is farmland policy,and the policy for reforesting formerly cultivated land is a major factors. It is a major factors for increasing cultivated land that the policy is "occupation and compensation link" and " first replenishment".(3) As the goals of reforesting formerly cultivated land has accomplished, which has little influence of cultivated land reducing. According to the present economic development status, the tendency to cultivated land decline is inevitable in hilly area for some influence factors such as entering the industrialization, the urbanization development stage, the investment in fixed assets, industrial output and the GDP.(4) In order to prevent the rapid development taking up intensive arable land in Sichuan hilly areas, this study suggest to improve the matching of the institutional system of farmland protection policies, strictly enforce " the link of the construction and the compensation " and "first replenishment" land policy; coordinate the relationship between economic development and rural land, and strictly control excessive growth of the demand for farmland, adjust the industrial structure and transforming economic growth mode, and take an intensive, content-based economic development. Meanwhile, in the process of accelerated urbanization, this study believe that the vigorously implement of the agricultural land consolidation and rural residential land consolidation, and increasing amount of cultivated land with enhancing use intensity degrees are necessary.
