Coal resource is rich in Loess Hilly Region. The exploitation of coal resourcehad promoted local energy and economic development, but it damaged landseriously,especially cultivated land. Land reclamation fee is the foundation andguarantee for the implementation of the damaged cultivated land timely reclamationin quality and quantity. At present, there is no uniform standards and operationalrequirements in terms of land reclamation fee estimates.Based on relevant literature and procedures, this paper selected cultivated landdamaged by underground coal mining in Loess Hilly Region for study, and estimatedcultivated land reclamation fee range under the different damage degree. First of all,the paper analyzed the impact of coal mining subsidence on soil, water resource andcultivated land productivity in Loess Hilly Region.The slope of the terrain, surfacesubsidence, cracks (including horizontal deformation and additional inclined) and soilerosion were selected as the impact factors. With the ecology mapping, the damagedegree of cultivated land was divided. Secondly, the cultivated land reclamationprojects were divided into the soil reconstruction projects, revegetation projects,supporting projects, and monitoring and management projects. Then, single projectwas respectively simulated by setting the scenarios of three terrain slope and threedamage degree divided on the basis of the previous text. Finally, the paper determinedthe land reclamation fee structure and the levels over the analogy analysis relevantindustry projects investment estimate standard and existing research results.The results showed that static mu fee of cultivated land reclamation of mild,moderate and severe damage by underground coal mining in Loess Hilly Region withdifferent earthwork transport distance at2013year’s price:4082RMB,5455~5610RMB and11374~12283RMB in <5°cultivated land area;6635~7389RMB,7509~8262RMB and10996~11751RMB in5~15°cultivated land area;8386~9442RMB,9259~10318RMB and12748~13804RMB in15~25°cultivated landarea. This paper took Panjiayao underground mine of Ping Shuo China Coal forexample to carry on the analysis verification. Static total fee of cultivated landreclamation was16,196,800RMB and static mu fee was7016RMB.The cultivatedland was mainly mild, moderate damaged in Panjiayao. Static mu fee of cultivatedland reclamation of mild and moderate damaged were4082RMB and5610RMB in <5°cultivated land area. Static mu fee of cultivated land reclamation of mild,moderate and severe damaged were8416RMB,9290RMB and12778RMB in theterracing district.The level of static mu reclamation fee was directly related to thedamage degree, terrain slope and soil transport distance in Loess Hilly Region.Construction fee accounted for77.44%of static mu fee structure in Panjiayao. Soilreconstruction projects fee accounted for58.24%. Slope projects fee of soilreconstruction projects fee structure accounted for50.14%.
