Study On Qingdao Industrial Land Intensive Use

With the accelerating Process of urbanization and industrialization in China, land resource becomes the scarcest element of production, land supply ability directly determines economic growth in the size, structure and speed. China has a huge population, but an inadequate land resource. This is the basic national conditions and land shall be used sparingly for non-agricultural construction purpose. The industrialized land is one of the major usages of the construction land and holds the major bulk of the urban land. Study on urban land intensive use potently is helpful to the development of land use theory and land use practice.Taking the theory of land intensive use for instruction, based on analysis of industrial land use status, the paper evaluates the level of intensive use of Qingdao:as a guide, Qingdao City, analysis of industrial land use, the level of firstly, sets the Production function for appraising the intensive use of the industrial land, and calculates the intensive degree of industrial land use between 2000-2007; secondly, detailed analysis of the level of intensive use of trade inner using classified indexes. Finally, give some corresponding countermeasures to promote the intensive use of industrial land in Qingdao. The main conclusion is as follows:(1) There are many problems existing in land utilization of Qingdao industries, such as large supply and fast growth of industrial land,relative dispersion of industrial sectors scattered and low level of intensive degree and so on. Therefore, study on urban land intensive use of Qingdao is helpful to the development of land use practice and its industry.(2) Overall analysis the level of intensive utilization of industrial land of Qingdao is relatively extensive, and lack of stability during 2000-2007. Changes in intensive degree of industrial land use are significant. Intensive degree of industrial land use shows a downward trend during 2000-2003; it shows upward trend during 2003-2006, and creases to 0.91 in 2006; it declines slightly in 2006-2007, and lower than its initial value. In trade inner, the highest level of intensive use of land is food processing industry, followed by electronics,power and metal smelting industry.(3) There are many problems existing in land utilization of Qingdao industries, such as large supply and fast growth of industrial land,extensive investment and so on, then because of that, the level of intensive utilization of industrial land of Qingdao is relatively extensive, and lack of stability. Particularly in 2003, the area of industrial land suddenly have an increase of 39%, which is the main reason for the minimum integrated intensive degree this year.(4) In order to improve the level of intensive use of Qingdao industrial land, first of all enterprises should change production and operation mode in time, increase technical input, and enhance independent innovation capability; do a good job on building of industrial parks, revitalize the stock of land, bring industry aggregation into play. Meanwhile, the incentives of intensive use of industrial land should be given in, and the industrial land transfer mechanism must be perfect, and the threshold for the land should be enhanced, and the action of local government should be regulated, and the planning control should be strengthened, and land management to combat illegal and extensive use of land should be strict executed. Finally, we must support the development of competitive industries according to local conditions, and cultivate a reasonable industrial structure, try to achieve the sustainable development of industrial economy in Qingdao.
