The Running Analysis Of Taiyuan's City And Country Residents' Medical Insurance System

Medical insurance system is a significant component of national social security system. The supplies and development of medical services is closely related with every society member's benefit. Therefore, a fair social medical system covering all city and country residents has become one of the essential requirements of constructing a harmonious society. On the way to this goal, the city and country medical insurance system is one of most difficult tasks and also the driving force for the reform of the whole medical and hygiene system.The medical insurance system of Taiyuan city was launched in 2001. After years of operation, it proceeds very well and has obtained a lot of achievements. The basic needs of city and country residents have also been satisfied and guaranteed. However, this process also exposed a lot of drawbacks that indicate the current medical insurance system in Taiyuan needs to be further improved and regulated. In order to have a deep knowledge of the running situation of current medical insurance system in Taiyuan, this thesis provides an in-depth and comprehensive analysis and evaluation of the insurance system's performances in city coverage, the fund operation, the cost control and the social benefits by using the medical insurance and health economics theory. Furthermore, through summarizing the gains and losses of the medical insurance system in Taiyuan since 2001, this thesis also proposes some suggestions to perfect and improve the current medical insurance system in Taiyuan.The structure of this thesis consists of four chapters. The Introduces introduces the research background, the research meaning, the research method. Chapter 1 mainly introduces the medical insurance theory and the development of the national medical insurance system. Based on this information, it summarizes the basic principles of constructing a city and country residents'medical insurance system. Chapter 2 presents the system framework of the medical insurance system in Taiyuan city. This framework covers fields of the funding criteria, the financial assistance, the payment, the medical service management and so on. Chapter 3 analyzes the executing situation of the current medical insurance system in Taiyuan from three perspectives: the insurance coverage, the billing for medical treatment and medicare satisfaction. In chapter 4, related suggestions about the future development of the medical insurance system for city and country residents in Taiyuan city are proposed.
