A Study Of Endowment Insurance System In Shanxi Province

Party General Secretary Hu Jintao at the Fourth Plenary Session of the sixteenth meeting explicitly pointed out: "An overview of the history of the development of a number of industrialized countries, in the initial stage of industrialization, agricultural support industries for the industrial accumulation is a universal trend; but to a considerable extent, industry nurtures agriculture and cities support rural areas, thus achieving the coordinated development of industry and agriculture, urban and rural areas.which is also a universal trend. "This is a profound message of the important thesis of two trends .The statement has important significance for us to correctly balance urban and rural economic and social development strategy. China is a developing country, in promoting the process of modernization, especially to a certain stage of economic development. To follow this rule and to implement urban and rural also have its historical inevitability. Based on this, the important ideas of urban and rural development was pointed out at the 16th meeting of the Chinese Communist Party. Urban and rural development to promote the implementation of urban-rural integration is an important content of the scientific development concept.Urban and rural development must balance urban and rural social security as a breakthrough. Whether a well-off is really well-off, the key is to look at security. Social security is the "safety valve" and "regulator" of social stability and harmony .To implement the scientific concept of development, co-ordinating urban and rural economic and social development, first of all, is to co-ordinate the development of urban and rural social security system. The social endowment insurance system, as an important component of social security system, has functions to adjust the relationship between the interests of members of the community .It can promote stability in our society and civilization progress. It is of great significance to maintain social stability, harmony, coordinated operations.In this paper, it starts with the relevant theoretical research of the co-ordinating urban and rural social security system .First of all, an objective assessment of the social security old-age insurance system history and the present situation in urban and rural areas of Shan'xi Province, pointing out that in Shanxi Province , at the present stage, social old-age security system has a clear urban-rural dual-characteristics. Imbalance between urban and rural development issues are still outstanding. And take the old-age insurance system in Shanxi Province as an example , it expanded analysis and research. This paper mainly uses some economics research methods such as qualitative analysis, quantitative analysis, normative analysis, empirical analysis, static analysis, dynamic analysis and comparative analysis. It analysed the differences in co-existence of old-age insurance system for public officials ,enterprise workers and farmers in Shanxi Province, the negative impact to economy and society .And with a comparison with other provinces in the country , it further analyzes the development constraints impact to old-age insurance system in Shanxi Province .Based on a careful analysis of constraints to the development of old-age insurance system in the Shanxi Province, it proposed the outlook to the old-age insurance system in Shanxi Province and some suggestions, pointing out that we should develop co-ordinated urban and rural old-age insurance system and focus on social endowment insurance system in rural areas, so that urban and rural social endowment insurance system interface in order to better serve the economic construction and social stability.
