How to solve the above problems, and to promote the land transfers rationally , legally, orderly, and healthily. It has become major issues facing China's agriculture at the current times ,as well as a hot issue in the study of the theory.Since the reform and opening policy, China's rural land transfer has made great breakthroughs. but because of such problems as the thinking and understanding barriers; barriers to land ownership; regulation and control mechanism barriers; obstacles to the rule of law; imperfections of land market development and other factors, many problems still remain in land transfers on rural areas . land ownership remain vague; land laws and policies are inadequate;land transfer mechanism is not perfect; distribution system of land-transfer income is not standardized,transaction costs of rural land transfer is still high;the period of land contract seem instable. To solve these problems, it is necessary to define the rural land property rights scientifically,and to improve the laws and regulations of land transfer, to nurture and cultivate the land market, establish a sound market mechanism of land transfer and a reasonable distribution of transfer income, to make land contract relations and other measures stably; to promote a smooth tranfer of rural land ,by all of these above,we can lay a solid foundation for the China's modernization drive of rural areas.
