Research On The Issue Of "non-food" In Rural Land Circulation In China

The transfer of land contract management right is another system innovation of rural land system in the new period.However,with the expansion of land circulation and the acceleration of land circulation,the "non-grain" impulsiveness has also appeared in the practice of rural land circulation,and this trend is still accelerating.If the rural land transfer "non-grain" trend of the spread of the long term cannot be suppressed effectively,it is bound to affect China's food supply,and thus threaten the country's food security and social stability.Therefore,conducting a deep research of the "non-grain" problem in rural land circulation has a significant theoretical meaning and practice value to maintain the national food security and promote the sustainable and sound agricultural development.Based on absorbing the existing research findings,this paper deals with the"non-grain" problem in land circulation.First,based on relevant literature,this paper establishes a political economics analyzing framework of "non-grain" problem from the perspective of structure,system and interests,analyzes the internal "non-grain"problem in land circulation and forms a system;second,this paper combines the theoretical analysis and investigating case analysis,adopts the field survey case to conduct a deep analysis of the theoretical part,adding more explaining power;third,combining the current agricultural supply-side structural reform,this paper puts forward suggestions to deal with the "non-grain" problem in land circulation and protect the national food security from three aspects of agricultural supply-side structural adjustment,system construction and interest coordination.Specifically,the article first introduces the related concepts and research theories involved in the study,summarizes the existing literature and research and points out the possible innovation and shortcomings.Then,it reviews the historical changes and the state of grain production in China's rural land system.Then,the third chapter introduces the present situation of "non-grain" problem in rural land circulation,the characteristics of the land and the impact of land flow on China's food security impact of a linear analysis.The fourth chapter is the main content of the article,that is,the analysis of the formation mechanism of "non-grain" formation of land circulation,including structural factors,institutional factors analysis and the game of related stakeholders.In the fifth chapter,the author analyzes the case,and puts forward some suggestions on how to deal with the "non-grain" corresponding response measures,including the reform of the agricultural supply side structure,strengthen the system construction,standardize the agricultural land use,and explore the coordination mechanism of the rural land circulation.
