Empirical Research On Farmers' Circulation Conduct Of Right To Contracted Management And Its Affect Factors

Rural land issues has been generally concerned and agricultural development is also an issue studied by experts and scholars and resolved all ranks of governments. At present, the circulation of right to the contracted management of the rural land has been gradually launched throughout every region in China. Based of Yanling County of Henan Province, this paper makes a systematic investigation and analysis on this problem and researches the factors affecting the circulation of right to the contracted management. On that basis, this paper proposes some policy and proposal to regular and guide the circulation of right to the contracted management reasonably and orderly in order to hope to provide a scientific basis to improve the circulation institution of right to the contracted management of rural land.Through investigation, the contracting relations of the rural land in Henan Province is basically in a stability, the process of right to the contracted management of rural land is being accelerated, The participant and the circulation pattern have become increasingly diversified, the effectiveness of circulation become more obvious. Also there are some issues should not be overlooked in the circulation of the right to contractual management of rural land, such as firstly the circulation level is low and the circulation behavior is irregular, secondly market system for circulation is not perfect and the intermediary services is lagging behind, thirdly policies and measures for circulation of right to the contracted management need to be strengthened.After analysis, I find that the current rural land institution which has many defects can not meet the needs of the circulation development of right to the contracted management. Rural land has the function to increase employment, income and ensure social security. So to a certain extent, this restricted the circulation right to the contracted management. Also there are other factors, such as farmers'expect to the contractual relations of current land, age, education and improvement of the transfer market system of rural land.Finally, I propose some suggestion to advance the circulation of right to the contracted management. First, specify the property rights of rural land and protect the right of the peasant; Second, improve circulation mechanism of agricultural land and strengthen the circulation market system of rural land; Third, develop the non-agricultural industry and speed up the transfer of rural surplus labor; at last, promote the urbanization process and improve rural social security system.
