Studies On The Problems Of The Circulation Of Rural Contracted Land Management Right In Liaoning

The third plenary session of the eleventh CPC central committee established the rural joint production contract system as the core starts of land reform.With the rapid development of economy and society,the market plays an increasingly important role in economic activity.The old land system has been unable to adapt to the needs of the time,and the circulation of rural contracted land management right has emerged.As one of the thirteen major grain-producing region of China,the circulation of rural contracted land management right in Liaoning province is expanding.The principle of farmland used for farming,using normally and orderly and in accordance with the law has been implemented.There are still many problems in practice.For example,the work mechanism of circulation management and service is unsound,the staff is small and the energy is scattered.The farming earnings falls down.In the year of 2016,the yield per mu of corn is about 750 kg,and the cost of per mu of family farm is about 800 Yuan.But the corn prices have been falling in the market,resulting in little earnings.The new type of operating subject strongly depends on the old paths.there is only 2%of the provincial demonstration family farms has more than 200 mu operating area,and they has less than 10 blocks.Many family farms have 50-60 blocks.It shows that the land fragmentation is widespread.The significance of this paper is to actively confront the problems that need to be solved,to promote the circulation of rural contracted land management right in Liaoning province,to give full play to the support role of agriculture in the national economy.This has a referential value to promotion of the urbanization and agricultural modernization of the old industrial base of the Northeast China.This paper takes institutional change theory,behavioral economics theory,the polycentric governance theory as the foundation,through the methods of literature research,data integrated,taking Liaoning province as the research object,on the basis of fully absorbing domestic and foreign scholars' dynamic of study.The paper finds that in such aspects as environmental factors,the present situation,the price we have a large number of literature and theory for reference,but the study of government financial resources,farmers willingness and the market construction is less,some deficiencies and defects exists.This paper introduces that in the terms of circulation of rural contracted land management right,Liaoning province has practice features such as promoting circulation by connecting the facts,trying to innovate management mode and business system,popularizing circulation knowledge.The circulation has the features of small scale,big ration of spontaneous circulation,small structure adjustment,big regional differences,diversity of main body and pattern.It also introduces the forms of circulation such as the sub-contract,transfer,lease,exchange,cooperation of shares.This paper argues that the main problems of the circulation of rural contracted land management right include:the land price is not reasonable;peasants'legitimate rights and interests are violated.After the rural land circulation there is no guarantee that the land will be used to plant.The circulation cycle is short and the farms rely too much on the land safeguard function,etc.There are five mainly aspects to analyze the reasons:the orientation of the governments' functions is unclear.The farmers' willingness is not strong.A unified rural land property rights trading market is not established.The rural social security system is not perfect.Finally based on the above problems and reasons,the paper puts forward five countermeasures:we should actively give play to the governments'service and regulatory functions,improve farmers' ideological understanding,establish the rural land market,further improve the rural labor force market,and establish a balance urban and social security system.
