Information Service Models And Development Strategies Research Of Rural Informatization In Luohe

in order to adapt to a new socialist countryside construction of the new situation and new environment , Communist Party of China and the state needs to put forward an important task which is rural Informatization, and it aims at use of information technology to promote rural economic development mode from mainly relying on the resources and capital investment to relying mainly on scientific and technological progress , improve the quality of workers and change economic growth and efficiency of information technology in rural areas and make full use of role in the party's construction, political construction, economic construction, cultural construction and social construction and other fields'narrowing the urban and rural areas so as to speed up the "digital divide" the pace of the early realization of the coordinated development of urban and rural economy and society. Agriculture is the basic industry of our national economy, the rural economic and social construction is China's major territory, and rural informatization which means the national economy and social information is an important component of agricultural information technology upgrade and facelift and expansion, also is the construction of new countryside an important means and goals. Since 2004, the CPC Central Committee issued a row of five all including a document on agriculture, informatization construction in rural areas. this have made arrangements for the development, the State Informatization Office launched a pilot building, the Central Organization Department, together with Ministry of Commerce, Ministry of Agriculture, the Ministry of Culture and other relevant ministries to implement Party of modern distance education in rural areas, rural business information engineering, information-based model village project, cultural resources, sharing of projects, affirmative action throughout the country, in-depth information construction in rural areas, but also created a number of advanced models.In this paper, rural informatization technology integrated information services pilot municipalities - Luohe the practice of building information technology in rural areas as the research object, through the survey, visiting the discussion of the way, information on the local rural infrastructure, information resource development, information services application of information technology, information, personnel, etc., in accordance with city and county (district), township government, agricultural enterprises, farmers cooperatives, administrative villages, farmers and other four-level visits conducted a survey of six types of objects, a comprehensive analysis of the Luohe City Rural Informatization Construction of the status quo and existing major problems, comparative analysis of the Luohe City current information service model, and drawing on information construction in rural areas at home and abroad, and information services experience and typical, and that in the current type of the rural economy, the reality of differences in terms of personnel quality Under the rural information-based public service properties should be clearly reflected. To this end, the paper surveys to the information service model optimization refactoring proposed building "One Body Two Wings" information service model, "one" refers to "integrated rural informatization service platform + farmers" information model, the "two wings" refers to "association + farmers" and "enterprise + base + farmers" information service models. One is the main and theme is the main body, it presents the government focus on public service; wings are additonal , wings make whole theme whole, and it is the way the role of social forces focusing on market services. Focus on the "One Body Two Wings" information service model building, combined with Luohe reality, we further proposed Luohe should focus on the future, "grasping platform for municipal, county grasping training, rural grasping service" work thinking, it should focus on the establishment of improve the information service system in rural sites so as to improve the rural infrastructure construction , enhance its capability and take it as the basis of information so as to provide farmers access to information, then improve policy system, strengthen the construction of farmer organizations development goals and development strategies.
