City, as the space carrier of human activity, is the progressive fruit of human civilization. Urbanization is the trinity process of social change, which is the higher stage of urban development, including the transfer of the rural population to urban, the evolution from primary industry to secondary and tertiary industry, and the spread of urban civilization to the countryside. As the carrier of urban, land is the limited and conditional renewable resources. The contradiction, between the quantity finiteness and economic scarcity of land and explosion of social demand on land resources with the development of urbanization, leads to the key question of land resources use within a certain region inevitably——which is land resource allocation. In fact, the evolutive process of urban agglomeration is the process of land resource re-allocation in all branches of the national economy. In this process, rational distribution of the limited land resources are directly related to the full use of land benefit, the coordinated and sustainable development of economy, the adequate food supply for growing population, and the life quality and environmental quality of human life.In this paper, on the base of previous research results, author made a comprehensive and systematic study on land resources'optimal allocation in the evolutive process of urban agglomeration with the background of evolutive process of urban agglomeration of Central Plains. In author's eyes, the rural area and the urban area were a whole and the main research contents were as follows: Firstly, combining with the situation of urban agglomeration of Central Plains and land use status quo, author compared urban agglomeration of Central Plains with China's large urban agglomeration, analyzed the function and status of urban agglomeration of Central Plains, and explored the urbanization choice of urban agglomeration of Central Plains. Secondly, she systematic researched the matters in land use of urban agglomeration of Central Plains, analyzed comprehensive benefit of land resource allocation by analytic hierarchy process, and explored problems about allocation of land resources in the evolutive process of urban agglomeration. Thirdly, she analyzed the land market of urban agglomeration of Central Plains, explored the basic function of price mechanism, supply and demand mechanisms and competition mechanism on allocation of land resource respectively, according to the principles of market economy, and researched that how to play the role of market on allocation of land resource. Fourthly, she researched the reason of land market failures, discussed necessity of government intervention and government intervention method, put emphasis on the effectiveness analysis of government's macro-control, and proposed suggestion. Fifthly, she explored the impact of land policy reform, especially land right policy reform and land transfer policy reform, on allocation of land resource, proposed solutions to the issue of compensation for land acquisition and relocation program, emphasized balance between public interests and private interests and social equity in the evolutive process of urban agglomeration of Central Plains, improved the land acquisition relocation and compensation system.
