Environmental pollution, global warming and energy crisis, have become three major issues of international common concern. Energy-saving and emission reduction has become China's basic national policy. It is a crucial measure for achieving sustainable development. This paper discusses the energy saving and emission reduction efficiency of Yangtze River Delta and comes up with proposed countermeasures.The paper mainly contains three sections. The first section describes the Yangtze River Delta region's economic development, energy consumption and emission status through statistical analysis of the data. Result shows not only a significant economic position of the Yangtze River Delta but also the situation that the economic development depends on energy and the environment.The second section constructs an energy-saving and emission reduction system, which takes energy and emission into account at the same time. Evaluation of the efficiency of energy saving and emission is also included in this part. Energy consumption, industrial wastewater emissions, industrial emissions, industrial solid waste emissions, emissions from industrial wastewater chemical oxygen demand (COD), sulfur dioxide emissions are considered as input, and GDP as output. First, data envelopment analysis (DEA) method is applied to analyze the input-output efficiency. Result shows that the Yangtze River Delta performs a good input-output efficiency and shows a upward trend. Next, factor analysis is used to analyze the input variables and a composite index, which is called energy consumption and emission indicators in this paper is ready. Divided by GDP, consumption and emission index per GDP is defined. Result finds that from 2001 onwards, the Yangtze River Delta shows a downward trend of energy consumption and emission per GDP, not rebounding. Therefore, the conclusion that the Yangtze River Delta region has made great progress at energy-saving and emission reduction is made.The last section gives some countermeasures for preceding energy-saving and emission reduction action of the Yangtze River Delta.
