With the development of urbanization, urban expansion has become the inevitable trend of urban development. Currently, the reason of the urban sprawl in China is the government's ineffective control and directing in the area of land developing. The paper, with the process of the land development management as the research object, establishing a theoretical framework for the management of land developing on putting forward the basic objectives of the process management from the process actors, process goals and process resources to start, analyses the problems of the processes management which lead to the urban sprawl by comparing the processes of the construction projects which are different in the developers, projects and areas. The problems of the process actors are the uncertainty of the responsibilities and the lack of definition of the power boundary. The problems of the process goals include the lack of coordination of the goals and existing non-value-added activities. The problem of the process resources is that having not enough to share the information among the publics and the process actors. The problems are contributed to the system, institution and mechanism of the organization. The system causes consist of the isomorphic responsibility and excessive concentration of power. The institution causes include lacking the supervision of the power and lack of the continuity of the institution. The problems of the decision-making mechanism, the operating mechanism and the performance evaluation system comprise the mechanism causes. Finding the causes of the problems, the paper gives the suggestions to define, supervise and be in charge of the powers and responsibilities for the process actors; to reinforce the constraints and the incentives for the process goals including improving the decision-making mechanism further, optimization on the processes under the situation of sharing the goals and reforming the performance evaluation system; to firm the government information publicity system and the mechanism of the public participation and combine the information sharing mechanism with the performance evaluation system for the process information resources, with proposing several management suggestions as mention above to guide urban expansion as a concluding.
