With China's economic and social development, more and more immigrants pour into cities. The wealth gap between the rich and the poor is increasingly enlarged. Problems still exist for the people experiencing employment difficulty and in urban-rural gap. A large number of migrant workers are in a low standard of living. The minimum wage standard is a policy put forward against the above-mentioned phenomenon's. To make the standard and to achieve it aims to provide necessary means of living for the vulnerable group, so as to improve the living standard in certain level for all residents. Enable majority people meet basic need of material life at the same time when some people become rich first, in order to realize social justice and social harmony. The minimum wage system is the necessary means for government intervention in labor relations. A laborer can get wages no less than the minimum level, as long as he offers normal labor, which plays an important role in guaranteeing low-skilled laborers to get rational wages. By using for reference the international prevailing practice, China has carried out the minimum wage system since 1993, of which the implementation effects were not satisfied. However, the current situation of the labor market in economic transition has put forward new challenges to the minimum wage system in implementation. In the context of economic transition, to define the necessity of minimum wage system, set up scientific minimum wage standard, enhance the enforcement of the minimum wage system, so as to enable the minimum wage standard to guarantee the living level of laborers, which is the need not only to improve the prevailing wage system, but also to promote economic and social harmony.Through the investigation and analysis on the implementation of the minimum wage standard in Changzhou, we find that there are still some problems, particularly in the building industry, catering industry and service industry. It is the common phenomenon that laborers work longer time and are paid casually. Since the fierce market competition and capital's nature of chasing maximums benefits, some employers, especially owners of small business, try every means to reduce the wages of laborers, to set the minimum wage as the standard wage, and even to deduct or delay laborers'wages. Some business owners have a hazy understanding on the minimum wage system, while some laborers, migrant workers in particular, simply do not know the minimum wage standard or confuse the minimum wage standard and the minimum living standard. Currently, the insufficient implementation of the minimum wage stand has become a main reason for frequent move of employees in small and medium enterprises, which is harmful for the enterprises and also for local economy.This paper describes the origin and development of the minimum wage standard to explore its significance and value in our country. Based on the realities and under the execution theory of public policy and the salary theory, this paper makes an investigation and analysis on the reasons of the insufficient implementation of the minimum wage standard in Changzhou, by using the status quo, so as to prove the rationale adjustment of the minimum wage standard. It also deeply analyze the affect of over-low minimum wage standard, and makes suggestions in improving the implementation of the minimum wage system considering the current situation of economic and social development, to ensure better implementation of the minimum wage standard, so as to achieve social justice and social harmony.
