Public service facility in residential districts, the basic component of residential districts in a city and the important medium of public services, is closely related to people's living. A balanced deployment of it is not only beneficial to a balanced supply of public services, but also good to a balanced deployment of the public sources and a balanced development of the city structure. However, at present, in Changshu, the deployment of public service facility in residential districts is not yet balanced, which has not met the requirement of building a harmonious society and service-oriented governments.In this paper, first, some important concepts such as residential districts and public service facility, have been clearly defined. The research object is established by classifying the residential districts into 7 groups and 13 small classes, including education, medical treatment, health, culture, sport and so on. On the basis of this, the author then selects 4 representative residential districts in Changshu and does a deep research on the deployment of public service facility through visiting, searching information and discussion. The unbalance of the deployment is shown in the following two aspects: the unbalance in the number of deployment and the unbalance in the level of the deployment. Finally, the author summarizes the reasons of the unbalance in the deployment from the perspective of public administration: policy, system and mechanism. 1. Reasons from the aspect of policy: different planning standards of each department and lack of strong support from fiscal policy. 2. Reasons from the aspect of system: excessive administration , complex procedures, inconsistency in facility examination process and conflicts of goals among different departments. 3. Reasons from the aspect of mechanism: lack of relevant requirements in land transfer contracts, carelessness in planning and examining the general plan and poor supervision in check and acceptance process.Based on the theory of public goods supply, the theory of equilibrium in basic public services and the theory of neighborhood unit, and enlighten by the balanced deployment of public service facility in residential districts at home and abroad, the author proposes a complete policy and strategy for the balanced deployment as followed:From the aspect of planning policy: ensure the feasibility of the policy standard of the planning departments, make sure that the standard is scientific and systematic and balanced in deployment. Then, manage and unify each department policy by the standard. At the same time, through the local policies and normative documents, transfer the standard to a rigid policy to ensure the consistency in every department's dealing process. From the aspect of fiscal policy: ensure the sources of the construction funding for the public service facility in residential districts, accelerate to establish a reasonable funding choice system and strengthen the public fiscal support to the public service facility in residential districts through the control of the income and expenditure.From the aspect of system: by combining the department functions and clarifying the duty and strengthen the style for coordinating, perfect the administration system and make up for deficiencies lie in the origin system. Importantly, coordinate the administration goals of each department and balance the relationship between the fairness and efficiency to avoid the lack of public service facility in some residential districts.From the aspect of mechanism: establish a complete administration mechanism with good time order. First, clarify the size, location and timing of deployment of public service facility in land transfer contracts to ensure legal basis for the medium-term planning permission; second, separate the landscape, sketch, water and relevant things from the public service facility, manage the planning administration mechanism and achieve the relevant requirements in planning administrative license; third, strengthen the supervision by each department after the administrative permission especially try to form the continuous, the whole process of monitoring mechanism.
