Research On E-government Based Platform For Building Credibility Of Food Safety

Food safety issue has become a focus of public attention. Food safety problem is not only harming people's health and the consumers' interest, but also directly relating to economic development and social stability ,and even affecting the Party and the government's image. This thesis, proceeding from the building of food safety credit system and the study of the use of information technology, builds a FSIP(Food Safety Integrity Platform) which links the government, food producers and consumers in order to raise the quality standard of the food industry and protect people's health and the safety of their lives.Based on the business needs of the current food safety supervision work in Hebei Province , processing Systematic Planning from network hardware design, business application software design and construction of food safety data repository, and using combining research method from system analysis ,process analysis, micro-and macro-analysis, longitudinal analysis and horizontal analysis , this thesis clarifies the data stream in FSIP and their relationships so as to provide technical support for strengthening food safety supervision by government departments.The construction of FSIP includes six systems and ten team foundation databases. Systems include food security information systems, food safety administrative approval system , mobile inspection and supervision systems, decision analysis and supporting system, food safety public information website servicing system and risk monitoring and management systems. Databases include essential information about food-producing enterprises DB, food production standards DB, food inspection and testing agency DB, food safety regulators DB, food safety administrative approval DB, food safety policies and regulations DB, routine sampling inspection DB, food additives standard DB, geographical information identifying DB, the complainant and report information DB. FSIP enable make many things possible such as production enterprise information management, regulatory business applications, mobile monitoring inspection, decision analysis and supporting, geographic information mark, public oriented-service, enterprise oriented-service, data sharing and exchanging, etc. It will be of significance to consummate risk analysis of food safety, food security early warning and the establishment of unsafe food recall system.
