So cultivation and enhance the core competitiveness of the regional shipping industry has become the most urgent task of China's shipping industry. However, now few people do research on regional shipping industry core competitiveness. In view of this, study the regional shipping industry core competitiveness, and try to establish a complete research system which will be of important practical significance for the promotion of the regional shipping industry development.Based on the analysis and research of core competence theory, papers tried to introduce the core competence theory into regional shipping industry, and then conducted theoretical analysis and empirical research on regional shipping industry core competitiveness. The paper first summarized and summed up the present situation of core competitiveness and shipping industry core competitiveness, defined the regional shipping industry core competitiveness, described the characteristics and formation process of regional shipping industry core competitiveness. On this basis, Construct an evaluation index system of regional shipping industry core competitiveness, determined the weight of each indicator with analytic hierarchy process, and introduced fuzzy comprehensive evaluation method to establish an evaluation model of regional shipping industry core competitiveness. Based on the evaluation results, identified the regional shipping industry core competitiveness, and thus to build a cultivation model of regional shipping industry core competitiveness. Finally, carrying on the empirical analysis, applied the theory on Zhenjiang, Jiangsu ship industry core competitiveness.
