With the globalization of economy, it was increasingly obvious that container shipping played an important role in the world economy and trade. Together with the developing of it,the problem of collection and allocation of empty containers also increasingly stood out. How to do well in solving the problem of empty containers transported became greatly thought by theory circles and practice organizations.On the basis of previous studies, using the method of the combination of quantitative and qualitative and the combination of theory and practice, the paper mainly analyse and study the container shipping empty containers of mobility issues.From the two aspects of subjective and the objective, the paper clarify the causes of empty containers transporting and analyze the characteristics of this problem, and describes this stage, academic and business achievements of research and practice;Deriveds to reduce the amount of empty containers transported, optimize a variety of strategies the combination of transporting the system using SWOT analysis, analysis and obtains the optimal advantage of the empty containers transported strategy through the use of SWOT;For the empty container transporting system, the container transfer process has been described, empty containers transported on sea containers and other modes of transportation dispatching empty containers are compared , the core issues of the shipping empty containers mobility issues has been carried out, analyze the Petri net and describes the application of Petri net simulation of sea containers transporting process in detail, the analysis shows that using the Petri net researching in the system of sea empty containers transported dynamic discrete-time is feasible;Learn from their predecessors for the shipping of empty containers transported systematic analysis and modeling ideas, the paper establishes the sea-based Petri net model of empty containers transported; introduces examples of empty containers transported and uses the ExSpect software substituted into the data of simulation to verify its justifiability, compensates for the deficiencies of previous static analysis for transporting empty containers and provides basis for Shipping Enterprises to make decisions.
