With the rapid growth of the global economy and trade, the container throughputs also keep a high-speed increase, which greatly promote the development of container transportation. Reasonable allocation of resource in container terminal can improve its operational ability, reduce costs, increase serving quality, relieve the conflict between the high-speed increase in container throughputs and shortage in operational ability, and play an important role in actual operation.The paper studies on container terminal operational system. Based on the analyze of the container terminal operational process and the key note subsystem, the paper compares several allocation schemes through3D dynamic simulation and choose a better one from them to help increase the operational efficiency and serving quality in container terminal operational system.Firstly, a literature review is provided on the domestic and abroad research on resources allocation of logistics network in container terminals, which include four parts:seaside operation resource, carrying resource, yard crane operation resource and the whole container terminal resources. Then, detailed introduction of the container terminal’s function, character, main resources and operational process is proposed. Based on the imported and exported process, the paper build the model with Petri net theory to reflect the process relationship and information relationship, which can support the simulation experiment.Secondly, queuing system of container terminals is built based on queuing network theory. According to the operational process, the system is divided into three key subsystems:seaside operation subsystem, carrying subsystem, and yard operation subsystem. The paper discuss the characters of these queuing system, and bring up the evaluation indicator in concern of the types of custom, the serving agencies, the serving time, the factors of influencing serving time, and the rule of queuing. At last, using Simio simulation software, the paper build a3D dynamic simulation on an actual example to simulate the actual operational environment. Through parameter setting, the paper discuss how the different number of yard crane and container truck affect the equipment utilization rate, and choose a better scheme. The simulation result has a certain reference to manage the container terminal effectively.
