Resources Optimization Of Industrial Park To Enterprise Cluster

The regional economy led by a smooth space viscosity point - enterprise cluster, which cultivated a large number of competitive enterprises for the area, is becoming a dominant force in regional development. With its strong economies of scale, economies of scope, symbiotic economy, credit economy and innovation economy, these agglomeration effects are dominating the world's economic map, as to be an important means of promoting regional economic development and enhancing local competitiveness.To this end, China's government gradually has pushed forward in the way of establishing various types of industrial park. In the use of relevant research to guide practice and obtain some success, raising a number of misleading which is the object of its investment and direction of its development has not toward the desired track. These industrial parks are in a non-related multiple formats of industrial organization structure. Internal enterprise merely showed the"get together"and"geographic proximity"in the space, without strong vertical industry chain aggregation and close horizontal industry cluster focus. This form of economic organization, not only the role of regional economic development was not significant, but also caused great waste of local resources. This industrial park is called Multi-industry Park.This paper takes this Multi-industry Park as the research object, combined the theories of enterprise cluster, location shift, industrial economy, expect to re-gather and optimize their industrial resources, and is given the promote mechanism of optimizing resources from the perspective of government, in the hope of forming the agglomeration state of enterprise cluster.First, the paper elaborates the development background and the problems of the industrial park in China and makes a literature review of domestic and overseas enterprise cluster from aspects of basic concepts, organizational advantages, key elements, optimization and integration of industrial park and agglomeration economies , and so on. Based on comparing the economics of Multi-industry Park with enterprise cluster, it indicates the direction of the resources optimization of industrial park.Then, by analyzing the evolution of the internal mechanism of industrial park, the paper proposed that companies with weak inter-related in Multi-industry Park migrates to the industrial park-related, is an effective way to the enterprise cluster. And it describes the resources evolutionary game process of Multi-industry Park, analyzes the government behavior in the process of optimization, and proposes two optimal paths under the institutional factors.Finally, the resources optimization mechanisms of Multi-industry Park are established for the two different paths, including the establishment of incentive optimization model for inter-enterprise cross-park migration and cooperation, the formation of cross-park co-opetition mechanism and the design of migration compensation contract, and some practical measures are proposed from the government's point of view.The conclusion of this paper provides a practical way for the resources optimization of Multi-industry Park to agglomeration enterprise cluster. It is a supplement and have important theoretical value to the enterprise cluster theory. Meanwhile, it also lays a theoretical basis to help the local governments to make the policy to guide and promote the agglomeration optimization of Multi-industry Park and development of regional economy. It also has important practical significance for the industry parks to form industry contacts, stimulate cluster innovation and enhance the competitiveness.
